In the development process of human history, knowledge has always been the foundation of social progress. The intellectual team is the core force that creates and disseminates knowledge, and at the same time is a particularly important resource, creating the strength of each country in the development strategy. Since ancient times, our ancestors have concluded that "Talent is the vital energy of the nation" and have constantly cared for, nurtured, trained talents, and further enriched the vital energy. Today, intellectuals in general, including many scientific and technological intellectuals, are truly becoming the most outstanding part, the "elite" of human resources, who are exemplary in political qualities, lifestyle ethics; have social responsibility, civic awareness; have noble ideals for the nation, pure ethics for humanity; have strategic vision and excellent action capacity, always being exemplary pioneers and constantly improving to meet the requirements of the task of building and defending the Fatherland.

With that awareness, today, I, along with 3 Deputy Secretaries of the Provincial Party Committee and many provincial leaders, are very excited to attend the 7th Congress of Delegates of the Thanh Hoa Union of Science and Technology Associations, term 2024 - 2029. This is an important event, a great festival for the province's scientific and technological intellectuals.

At the Congress forum, on behalf of the Provincial Leaders, I warmly welcome and send to the leaders of the Vietnam Union of Science and Technology Associations, distinguished delegates, and 203 official delegates - exemplary cadres and members, representing over 24 thousand cadres and intellectual members of the province attending the Congress, my warm feelings, wishes for good health, happiness, and full of creative enthusiasm. Wishing the Congress great success!

Dear Congress!

During his lifetime, President Ho Chi Minh always promoted the role, respected and encouraged the intellectuals to contribute to the nation's revolutionary cause. He repeatedly affirmed: "Intellectuals are the nation's precious capital", "Among all social classes, the scholar occupies the leading position". His great belief was the glue that helped the intellectuals voluntarily contribute their talents and efforts to the nation's glorious revolutionary cause.

Thanh Hoa, our beloved homeland, is a land of "Spiritual land and talented people", the birthplace and nurturing of many patriotic scholars and intellectuals, who have made many contributions to the cause of building and defending the country. Inheriting the fine traditions of their ancestors, in recent years, Thanh Hoa's intellectuals have increasingly affirmed their important role in social life. With a large force, operating in most sectors, fields, and economic components of the province, receiving the attention, leadership, direction, and facilitation of Party committees and authorities at all levels; many policies, mechanisms, and policies on employing, rewarding, honoring, motivating, and rewarding intellectuals have been promptly implemented; accordingly, Thanh Hoa's intellectuals have constantly grown in all aspects, actively contributing to the socio-economic development, ensuring national defense and security, building the Party and the political system of the province and localities.

The Provincial Union of Science and Technology Associations and its member associations continue to make new strides in innovating the content and methods of operation; diversifying forms of attracting and gathering intellectuals to participate in science and technology activities. In the 2018-2023 term, the Union of Associations and its member associations have promoted consulting, criticism and social appraisal activities for programs, projects, and plans for socio-economic development, industry and sector development; organized many practical and meaningful creative activities that attracted a large number of cadres and members to participate. The Association has proactively coordinated to advise the Provincial Party Standing Committee and the Provincial People's Committee to promulgate and implement the "Regulations on contact, meeting, consultation and dialogue between provincial leaders and intellectuals in Thanh Hoa province", "Regulations on selection and honoring the title of outstanding Science and Technology intellectuals of Thanh Hoa province"; advised to successfully organize 01 conference on contact, meeting, consultation and dialogue between provincial leaders and intellectuals and to honor and award the symbol of outstanding Science and Technology intellectuals at the provincial level for the first time...

Attention has been paid to the work of consolidating the organization and developing members. The organization and apparatus of the Union of Associations has been consolidated and improved, and its activities have become systematic; member associations have been established in most economic and social sectors and fields. The number and quality of members have been improved; the total number of members has increased by 5% compared to the beginning of the term, over 50% of members have university degrees or higher. The intellectual team actively disseminates knowledge, improves the intellectual level of the people, participates in research, transfer, and application of scientific and technological advances in production and life, contributing to increasing labor productivity and raising people's income. Every year, many scientific and technological intellectuals in the province have participated in presiding over and undertaking scientific and technological topics and tasks, many of which are of high quality, widely applied, and bring high value to life, especially in the fields of: Information technology, agriculture, environmental protection, education and training, public health care, etc. Especially, in the most difficult times due to the development of the COVID-19 pandemic, we have witnessed many beautiful images, examples of dedication to charity, sacrifice for the community of the scientific and technological intellectuals, contributing to the whole province overcoming difficulties, repelling the pandemic, recovering and developing the economy.

On this occasion, on behalf of the provincial leaders, I acknowledge and highly appreciate the results that the Provincial Union of Science and Technology Associations has achieved in the past term; warmly commend and respectfully thank the contributions of cadres, members, and intellectuals of the province to the overall development of the province.

Dear comrades!

Dear Congress!

Excited about the results achieved, we also need to frankly acknowledge that the activities of the Association and its member associations are still not commensurate with the potential of the organization and the team of scientific and technological intellectuals in the province. The content and methods of operation of some member associations have not been much innovated; the environment for gathering intellectuals is not attractive, so the rate of intellectuals gathered into the organization is not high; it has not attracted many young intellectuals, intellectuals in enterprises and intellectuals from Thanh Hoa province outside the province to participate. Research, transfer and application of scientific and technological advances in production and life are still limited. The quality of consultation and criticism is not high, not many effective tasks and solutions have been advised and proposed to solve important problems in the province's development practice. The capacity and professional qualifications of some members have not met the requirements of the tasks; the team of leading experts in key units and fields is still lacking and weak. The facilities and operating conditions of some member associations are facing many difficulties; there is still a heavy mentality of waiting and relying on the help and support of the State. Coordination with departments, agencies, sectors and localities has not received due attention, and the results achieved are still low...

These are "bottlenecks" that directly affect the quality of the Association's operations. I suggest that the Congress should promote democracy, enhance the sense of responsibility, focus on intelligence to discuss, clarify the causes, draw lessons and have feasible solutions to improve the effectiveness of the Association's operations in the coming term.

Dear Congress!

In the context of the world that is increasingly changing and facing many challenges, especially the development of information technology, the internet, the digital transformation revolution and artificial intelligence, it requires the intellectual team to continue to promote its pioneering role and core force in the process of innovation, construction and development of the country.

Along with the increasingly high demands placed on the intellectual team of the whole country, the intellectual team of our province is also facing many opportunities, opportunities, intertwined with difficulties and challenges to successfully realize the aspiration of prosperity together with the whole province "striving by 2025, Thanh Hoa is in the group of leading provinces in the country, becoming a growth pole in the North of the Fatherland and by 2030 becoming an industrial province in the direction of modernization" and the goal of "Building an increasingly strong intellectual team; promoting the role of the intellectual team in scientific research, participating in consulting, criticism, social appraisal, contributing intelligence and efforts to the development of the province" , as determined by the Resolution of the 19th Provincial Party Congress.

To successfully achieve that great goal, I basically agree with the direction and tasks for the 2024 - 2029 term, presented by the Executive Committee of the 6th term of the Vietnam Union of Science and Technology Associations to the Congress. I propose that the Congress accept the enthusiastic and profound comments of the Chairman of the Central Council of the Vietnam Union of Science and Technology Associations to concretize and clearly define the goals, tasks and appropriate solutions for the coming term. At the Congress, I emphasized and suggested a number of issues for the delegates to consider and decide, namely.

Firstly , the Thanh Hoa Union of Science and Technology Associations and its member associations need to continue to thoroughly grasp and synchronously and promptly implement Resolution No. 45-NQ/TW of the Party Central Committee (13th tenure) on continuing to build and promote the role of intellectuals to meet the requirements of rapid and sustainable national development in the new period, Plan No. 20-KH/TW dated November 28, 2023 of the Politburo and Action Program No. 57-CTr/TU dated January 10, 2024 of the Provincial Party Standing Committee on implementing Resolution No. 45-NQ/TW, the Party's guidelines, policies and laws of the State on intellectuals; to arouse patriotism, national pride, trust and support for the Party's guidelines and policies; deeply understand the mission of intellectuals towards their homeland and country; promote the spirit of solidarity and the combined strength of Thanh Hoa intellectuals, actively contributing to the cause of innovation, construction and development of the homeland and country.

Second, promote the role of the provincial intellectuals' socio-political organization; the Association proactively plays the role of a bridge between the intellectuals and Party committees and authorities at all levels; both helping Party committees and authorities at all levels to carry out intellectual mobilization work and regularly reflecting the thoughts and aspirations of the intellectuals to the Party committees and authorities. Carry out well the task of mobilizing intellectuals to stand side by side with organizations to constantly strengthen the great national unity bloc, on the basis of the strategic alliance between the working class, the peasantry and the intellectuals. In addition, continue to further enhance the responsibility in gathering and uniting intellectuals in all economic sectors, all social strata, all ages, especially intellectuals in leadership and management positions, young intellectuals, prestigious intellectuals, intellectuals in religion and ethnicity. Take care to play a good role in coordinating and harmonizing among member associations, creating a democratic working environment, respecting creative freedom in research and academic exchange so that intellectuals can voluntarily participate in association activities, making practical contributions to solving problems that have arisen from real life, policies, tasks and solutions set forth by Party Congresses at all levels; take care to protect the legitimate rights and interests of member associations and scientific and technological staff.

Third , closely follow the goals, major orientations and actual situation of the province to orient scientific and technological research activities; build forums, create "scientific playgrounds", encourage, motivate, promote the democratic spirit, dynamism, creativity and ambition of intellectuals in scientific research activities. Focus on research, transfer, application of scientific and technological advances, equipment innovation, environmental protection, provision of market information, business administration... Promote the application of information technology, digital transformation in activities to meet the requirements of tasks in the new period, especially the rapid changes of the Fourth Industrial Revolution. Focus on promoting the dynamism and creativity of member organizations, strengthen and expand cooperation with domestic and international organizations and agencies, mobilize diverse resources to develop the science and technology level of the province.

Fourth, proactively coordinate with departments, branches, organizations, and localities to strengthen and improve the quality of social consulting, criticism, and appraisal activities. Actively contribute opinions and advise the Party Committee and the government to develop, perfect, and implement policies, programs, projects, plans, and plans for socio-economic development, national defense, and security, ensuring scientific nature and connection with reality. In particular, focus on consulting and criticizing the following areas: Science and technology, environment, education and training, public health care, community development, and poverty reduction. Encourage and honor outstanding intellectuals in creative activities, scientific research, and technological development, who have made many contributions to the homeland and the country. Improve the quality of science and technology innovation awards and competitions; create conditions for intellectuals to disseminate knowledge, guide the masses to participate in the creative labor movement, create new developments in science and technology, and promote the socio-economic development of the province.

Fifth , continue to strongly innovate the content and methods of operation of the Union and its member associations in a practical direction, build a strong Association organization to truly be a reliable support for the province's scientific and technological intellectuals. The Union needs to continue to effectively implement Conclusion No. 93-KL/TW dated November 20, 2020 of the Secretariat on continuing to implement Directive No. 42-CT/TW of the 10th Politburo on continuing to innovate and improve the quality and efficiency of the operations of the Vietnam Union of Science and Technology Associations in the period of accelerating industrialization and modernization of the country; urgently study and develop the Project "Innovating the content and methods, improving the quality and efficiency of the operations of the Thanh Hoa Union of Science and Technology Associations to 2030 and orientation to 2045", report to competent authorities as prescribed.

Dear comrades!

Building a strong and comprehensive intellectual team is an investment in building and nurturing the “national spirit” and sustainable development; this is the responsibility of the Party, the State, the political system and the whole society. At this Congress, I propose that Party committees at all levels, the government, the Fatherland Front and all sectors need to regularly contact, meet, consult and dialogue directly with the intellectual team; apply flexible forms, motivate and encourage the intellectual team to enthusiastically research and contribute their intelligence to the cause of building the homeland and the country. At the same time, pay attention to leading, directing, helping, creating conditions, paying attention to allocating resources from the budget, social resources to invest in infrastructure development and investment funds for science, technology, education and training, innovation; create a favorable environment for intellectuals to work, research, create and contribute; care and create conditions for the Union and its member associations to promote their roles and responsibilities, contributing more to the development of the province.

Dear Congress!

With a high sense of responsibility, the Congress democratically discussed and wisely selected comrades who were truly exemplary in terms of political qualities, ethics, lifestyle, capacity, and prestige to be elected to the Executive Committee of the Thanh Hoa Union of Science and Technology Associations, term VII, 2024 - 2029. On behalf of the provincial leaders, I warmly congratulate; believe and hope that the comrades will continue to promote the tradition of solidarity, constantly strive to practice, strive, lead the organization to successfully implement the Resolution of the Congress, bringing the activities of the Union of Associations and the movement of Thanh Hoa science and technology intellectuals to further develop.

On this occasion, on behalf of the provincial leaders, I would like to sincerely thank the Vietnam Union of Science and Technology Associations, its member associations at the Central level, the Union of Science and Technology Associations of other provinces and cities, and the Chairman of the Central Council of the Vietnam Union of Science and Technology Associations, for their attention, support and facilitation to Thanh Hoa province and the activities of the provincial Union of Science and Technology Associations; I hope that in the future, you will continue to pay more attention and support to the development of science and technology and the activities of the Thanh Hoa Provincial Union of Science and Technology Associations.

With the spirit of solidarity, innovation, responsibility and creative enthusiasm of the province's intellectuals, the Standing Committee of the Provincial Party Committee believes that the Thanh Hoa Union of Science and Technology Associations will continue to achieve more success in the coming term, contributing together with the Party Committee, government and people in the province to successfully implement the goal of building Thanh Hoa to soon become a new growth pole in the North of the country, a civilized and modern province, a rich and beautiful province and a model of the whole country.

With that deep belief, once again, I wish all delegates, distinguished guests, and all delegates attending the Congress good health, happiness and success.
