On June 2, according to information from Hai Duong City Police (Hai Duong), the Investigation Police Agency has issued a decision to prosecute the case and prosecute the accused Duong Ngoc Long (23 years old, residing in Hai Tan Ward, Hai Duong City), Le Thi Muoi (58 years old) and Tran Duy Binh (27 years old, both residing on Hai Ba Trung Street, Hai Duong City) for the crime of "illegal drug trafficking".

Previously, on April 19, working group 151 of Thanh Mien District Police patrolled on route 392 in Tieu Son village, Thanh Giang commune, and discovered Vu Minh Trong (23 years old, residing in Van Hoi village, Van Hoi commune, Ninh Giang district, Hai Duong province) driving a motorbike with license plate 34B2-738.36 carrying Pham Quang Nam (23 years old, also residing in Van Hoi village), keeping in the trunk of the car a white plastic bag, measuring 8.5x5 cm, containing dry brown branches, leaves, and plants.

Trong confessed that it was marijuana, bought from Duong Ngoc Long for personal use. The task force drew up a report and seized related evidence. The investigation agency summoned and worked with Duong Ngoc Long. This subject confessed that on April 10, he bought a bag of marijuana from Le Thi Muoi and then sold it to Vu Minh Trong.

The investigation agency summoned Le Thi Muoi for questioning, and she confessed that she bought marijuana from Tran Duy Binh to sell for profit. At the investigation agency, Tran Duy Binh confessed that he sold marijuana to Muoi also for the purpose of making a profit.

Regarding the illegal drug trafficking of Duong Ngoc Long, Le Thi Muoi and Tran Duy Binh that occurred in Hai Duong City (Hai Duong Province), the Thanh Mien District Police Investigation Agency has transferred the entire case file to the Hai Duong City Police Investigation Agency for settlement according to its authority.

At the same time, Thanh Mien District Police issued a decision to administratively sanction Vu Minh Trong for the act of "illegal possession of narcotics" as prescribed in Point a, Clause 2, Article 23 of Decree 144/2021/ND-CP dated January 31, 2021 of the Government stipulating administrative sanctions in the field of security, order, social safety, and prevention of social evils.
