Dak Nhau is a remote commune of Bu Dang district, Binh Phuoc province. The commune has a population of about 15,328, of which ethnic minorities account for 47%. In the period of 2021 - 2025, Dak Nhau is one of 58 communes in the ethnic minority and mountainous areas of Binh Phuoc province according to Decision No. 861/QD-TTg of the Prime Minister.
In order to reduce poverty quickly and sustainably, contributing to promoting new rural construction, thoroughly implementing the guiding spirit in Conclusion No. 65-Kl/TW and resolutions and directives of the Party on ethnic minority policies, in recent times, Party committees and authorities at all levels of Dak Nhau commune have focused on leading, directing and effectively implementing ethnic minority programs and policies. Ethnic minority households in the commune have used the State's support to escape poverty.
The family of Ms. Dieu Thi Dai, an Xtieng ethnic group, was formerly a poor household in Dak La village, Dak Nhau commune. From the "Program to reduce 1,000 poor ethnic minority households in the period 2019 - 2024" of Binh Phuoc province, she was approved to receive support to build a house, a water well and a pair of breeding cows with a total cost of more than 150 million VND. Having a house and a means of livelihood, Ms. Dai's family strives to develop the economy and escape poverty by the end of 2023.
The family of Ms. Dieu Thi Dai in Dak La village is one of 144 households escaping poverty in Dak Nhau commune in 2023; making Dak Nhau the locality with the highest rate of households escaping poverty in Bu Dang district. Along with deep poverty reduction, the rural appearance in Dak Nhau has also changed significantly, especially in traffic infrastructure. The whole commune currently has more than 100km of roads; of which 56km of inter-village roads have been paved, reaching more than 90%.
In Conclusion No. 65-KL/TW, the Politburo requested that the Central Committee for Mass Mobilization preside over and coordinate with the Party Committee of the Ethnic Committee, relevant agencies and organizations to be responsible for guiding, directing, monitoring, inspecting, urging and periodically reporting to the Politburo and the Secretariat on the results of implementing Conclusion 65-KL/TW.
Currently, Dak Nhau commune has completed the dossier to send to the competent authority for consideration and recognition of meeting the NTM standards in 2024. This is an encouraging result for the disadvantaged commune of Dak Nhau. Because in 2020, the commune only met 12/19 criteria of the NTM criteria set for the period 2016 - 2020; the average income per capita was only about 32 million VND.
The achievements of Dak Nhau commune were highly appreciated by the Central Survey Team on the 5-year review of the implementation of Conclusion No. 65-KL/TW of the Politburo (referred to as the Survey Team) during a field trip to the commune on November 12, 2024. Here, the Survey Team noted the commune's effective ways of implementing Conclusion No. 65-KL/TW, and at the same time shared with the locality about the difficulties and obstacles still encountered.
The development in Dak Nhau commune is also a common picture of 3,434 communes in ethnic minority and mountainous areas in 51 provinces and centrally run cities in the period of 2021 - 2025 according to Decision No. 861/QD-TTg of the Prime Minister. After 5 years of implementing Conclusion No. 65-KL/TW of the Politburo, the appearance of ethnic minority and mountainous areas has changed significantly; the lives of ethnic minorities have been raised to a new level; the traditional cultural values of ethnic minorities have been preserved and promoted; political security and social order and safety have been maintained; the great solidarity of ethnic groups has been consolidated and strengthened; the trust of ethnic minorities in the Party and the State has been increasingly enhanced.
The results after 5 years of implementing Conclusion No. 65-KL/TW were compiled by localities and reported to the Central Committee for Mass Mobilization in July 2024. At the same time, the Central Committee for Mass Mobilization also established a Survey Team, including leaders of the Central Committee for Mass Mobilization and leaders of the Ethnic Committee, to conduct surveys at the grassroots level.
From the end of October and in November 2024, the Central Survey Delegation led by Deputy Head of the Central Committee for Mass Mobilization Trieu Tai Vinh as Head of the Delegation; Deputy Minister, Vice Chairman of the Ethnic Committee Y Thong as Deputy Head of the Delegation worked with the Standing Committees of the Provincial Party Committees of the provinces: Thanh Hoa, Nghe An, An Giang, Binh Phuoc, Son La, An Giang and Binh Thuan... In the localities, the Delegation surveyed and recorded proposals and recommendations to synthesize and report to the Secretariat with comments and suggestions for the Party Central Committee of the Government and relevant agencies to consider and resolve, in order to continue to perfect the legal policies on ethnic minority affairs in the new situation.
