In order for the movement to be truly effective and go into depth, the Party Committee and the Provincial Military Command have focused on leading and directing agencies and units to regularly innovate and synchronously deploy emulation activities with many creative contents, forms and methods, suitable to the characteristics of the unit's tasks and the actual situation of the locality. In which, the focus is on key contents such as: Improving the quality of combat readiness training, political and ideological education, and technical logistics support.

In order for the Emulation movement to become regular and effective, the Party Committee and the Provincial Military Command always attach importance to propaganda work to raise awareness among cadres and soldiers about the meaning and content of emulation movements. From there, it helps each cadre and soldier to voluntarily develop an annual personal emulation plan, striving to complete assigned tasks well. Many measures have been focused on implementation such as: Assigning departments, offices, Military Commands of districts, towns and cities to develop emulation plans that clearly define the content, form, and specific targets close to the actual local situation and professional tasks; organizing emulation signing during regular and peak emulation periods; linking emulation movements with the implementation of Directive 05 of the Politburo, the campaign "Promoting tradition, dedicating talent, worthy of being Uncle Ho's soldiers".

Political and ideological propaganda and education, combined with the dissemination of laws to officers and soldiers, is a regular key task of the units. In particular, it focuses on educating officers and soldiers to grasp the Party's guidelines and viewpoints on the task of building and protecting the Fatherland; clearly identifying partners, targets, and plots of hostile forces. Propaganda work is carried out in many forms, through training grounds, through activities and seminars. Specifically, officers and professional soldiers study 11 topics (10 topics, 1 study and thoroughly grasp the Resolution, directive, and conclusion); Non-commissioned officers and soldiers study 14 lessons and topics promoting the qualities of "Uncle Ho's soldiers", resolutely fighting against individualism; "Studying and following Ho Chi Minh's ideology, morality, and style on preserving and promoting cultural values, national strength, building and developing Dien Bien culture and people to meet the requirements of development and integration in the new period"; combining the supplementary document “Unifying awareness raising; equipping some necessary skills for soldiers”; watching the legal education video “Military Region 2 promotes tradition, maintains strict discipline, forever worthy of Uncle Ho’s soldiers”; traditional film of Military Region 2; listening to audio files of propaganda, dissemination of legal education. Thereby, the results of political education in training always ensure 100% meeting requirements, of which 76% are good and excellent.

Lieutenant Colonel Pham Truong Sinh, Head of the Propaganda Department (Political Department, Provincial Military Command) said: The Department has advised the Emulation and Reward Council of the Command to direct the emulation and reward work from the Provincial Military Command to the units. At the same time, it organizes guidance and reviews the proposals for commendation of collectives and individuals with outstanding achievements in implementing the emulation movement. Thereby promptly encouraging agencies and units to successfully implement the central political tasks. In the coming time, the units will continue to strengthen education and propaganda work for officers and soldiers to clearly understand the position and significance of emulation and reward work and grasp the theme and content, build the right emulation motivation, and a high sense of responsibility.
