Concerns about special mechanisms and policies increasing the gap between rich and poor provinces
Pilot mechanisms and policies that are common problems for localities must be widely replicated and applied. National Assembly delegates suggested that specific mechanisms should be promptly summarized and evaluated.

Reiterating the opinion of Minister of Planning and Investment Nguyen Chi Dung on the need to re-evaluate special mechanisms and policies after the National Assembly granted special mechanisms to 10 localities, in the discussion session on the afternoon of May 29 at the National Assembly, delegate Ha Sy Dong suggested that the National Assembly conduct an evaluation, and if it is accurate, correct and effective, then replicate it for other localities to follow to save time.
With this spirit, Quang Tri also proposed for the first time to apply a special mechanism for the Cam Lo - Lao Bao expressway. This is the starting point of the East - West Economic Corridor, connecting with the North - South expressway, connecting the central region of Quang Tri, with a length of 56 km, estimated at 13,000 billion VND.
The special mechanism proposed for this project, according to delegate Dong, is to increase the proportion of state capital participating in the project to a maximum of 70% of the total project investment. During this period, he proposed that the Central Government support a portion of the capital as seed capital.

Regarding this content, in the morning working session, delegate Do Thi Lan, Quang Ninh delegation also proposed to soon allow many localities to implement the special mechanism in Resolution 106/2023/QH15 on piloting a number of special policies on investment in road construction.
Because many localities are implementing the infrastructure investment program and implementing public investment in 2021-2025, they are facing many difficulties in implementing areas such as budget capital, state capital to participate in public-private investment, assigning provincial People's Committees to be investors for national transport projects and not having to carry out procedures in solving construction material issues.
"The Land Law has also removed many obstacles. I propose to soon implement these specific mechanisms and policies for many localities, especially those with state budget conditions, to effectively implement public investment and speed up the progress as well as disbursement of public investment for projects in 2021-2025," Ms. Lan suggested.
Delegate Tran Hoang Ngan also proposed to soon legalize specific mechanisms and policies.
According to the delegate’s analysis, the current global economy is volatile, unpredictable, uncertain and the opportunity to survive is very short. “Therefore, our institutions must increase decentralization and decentralization to localities to promote the initiative, dynamism and creativity of localities,” Mr. Ngan proposed.
Provinces without specific mechanisms are more constrained.
To date, the National Assembly has issued a Resolution on piloting a number of specific mechanisms and policies applicable in 9/63 provinces and centrally-run cities, 1 provincial city, a Resolution on piloting a number of specific policies on investment in road construction, and a Resolution regulating specific mechanisms and policies for implementing national target programs.
In the working session next Friday, May 31, the National Assembly will discuss the pilot of adding some specific mechanisms and policies for the development of Da Nang City and Nghe An province.
It must be affirmed that the issuance of specific policy mechanisms is a correct policy, promptly resolving practical problems; the specific mechanisms have contributed to helping pilot localities untie and remove many difficulties, obstacles and inadequacies in legal documents; promoting advantages, speeding up the implementation of projects, contributing to the construction of a strategic infrastructure system, especially transport infrastructure, which has been resolutely deployed and achieved many important results.

However, speaking at the working session on the morning of May 29, delegate Nguyen Thanh Nam (Phu Tho delegation) was concerned that if it becomes a movement to request special mechanisms, mass special mechanisms, it will go against the rule of law principle, easily create local interests that we are trying to prevent and combat in law-making, and will not ensure equality between localities in law enforcement.
On the other hand, each province and centrally-run city has a role and position in contributing to the socio-economic development and ensuring national defense and security. In particular, removing institutional obstacles is both a solution and an important resource, but has not been given due attention and considered thoroughly and comprehensively.
Currently, provinces with more developed economic and social conditions enjoy special mechanisms, while poorer provinces have not yet been able to get relief.
"If this issue is not considered soon, it will create an ever-widening gap between rich and poor provinces," delegate Nam emphasized.
In fact, localities that have not enjoyed special mechanisms and programs and projects that are not in the group enjoying special mechanisms all have common problems in many areas such as planning management, forest management, land management, finance, budget, investment, and minerals, similar to the provinces that have implemented the pilot.
Especially in localities with similar natural, economic and social conditions.
The consequences of these difficulties and problems are that projects and works are behind schedule, investment is ineffective, and private sector resources have not been effectively exploited.
“It also shows that the mechanism shirt is cramped for many provinces, and provinces without specific mechanisms are even more constrained. This has been and is a common urgent demand of many localities,” delegate Nam emphasized.
This is the reason why Mr. Nam suggested to soon summarize and evaluate the implementation of special resolutions, only retaining special mechanisms that are truly special, compatible with the unique characteristics of the locality, mainly in special urban areas.
As for pilot mechanisms and policies that are common problems for localities, they must soon be widely replicated and applied.
While waiting for the amendment of relevant laws and regulations, it is proposed that the National Assembly allow provinces, including Phu Tho province, which have common problems and similar characteristics to the pilot provinces to apply these policy mechanisms and be evaluated, recognized and protected in the spirit of Resolution No. 26 of the Party Central Committee and Decree No. 73 of the Government, which stipulates the encouragement and protection of cadres who dare to think, dare to do, and dare to take responsibility for the common good.
