In the past, the People's Committee of Nghia Hung district has repeatedly issued documents announcing the relocation of assets and the termination of aquaculture activities of people in the Con Xanh area. Up to now, a number of households have complied and signed the minutes of handing over land to the State for management. However, many households have not complied with the contents of the notification, have not relocated assets and continue to illegally raise aquatic products on land not assigned or leased by the State; obstructing State agencies from performing their land management tasks as prescribed.

According to the issued document, this is an act of land occupation and resisting officials on duty that must be strictly handled according to the law. The People's Committee of Nghia Hung district requires households and individuals currently using land in the Con Xanh dike to immediately stop using the land illegally, relocate all assets and hand over the land to the Commune People's Committee for management in accordance with the law.

Households and individuals using land within the Con Xanh dike (including inside and outside the 3 projects) who sign the land handover minutes will be paid by Xuan Thien Nam Dinh Company to support the relocation of assets and adopted children at the rate of 70 million VND/ha. If they do not have a house, they will be supported with 100 million VND and other job support as per Official Dispatch No. 16/2024-XTND of Xuan Thien Nam Dinh Joint Stock Company.

Households and individuals using land who do not sign the land handover minutes will be subject to administrative penalties and forced to return the land. If they deliberately refuse to hand over the land, they will be forced to return the land, bear all costs of the forced handover, and will not receive any support from Xuan Thien Group Joint Stock Company. If there is any act of resistance, depending on the severity, they will be strictly handled according to the provisions of the law.

The District People's Committee also assigned the People's Committees of Nghia Hai, Nghia Thanh, Nghia Lam, and Nam Dien communes to strictly manage the land area supported by Xuan Thien Group (in addition to the land area for implementing 3 projects of Xuan Thien Group Joint Stock Company in Con Xanh area) to have favorable conditions for implementing projects in this area in the coming time.

Immediately after the above announcement, this morning, August 14, the People's Committee of Nghia Hung district organized a dialogue with households subject to site clearance in the Con Xanh area.

Informing the people at the dialogue, the leaders of Nghia Hung district affirmed that the projects of Xuan Thien Group in Con Xanh area, Nghia Hung district are large-scale investment projects, positively impacting the socio-economic development of the province and district and in line with the policies and objectives of the Resolution of the Provincial Party Congress, the general planning of Nam Dinh province approved by the Prime Minister.

The Provincial Party Committee and the People's Committee of Nam Dinh province are determined to lead and direct the overall solutions for land acquisition and land acquisition in the Con Xanh area to serve the implementation of projects of Xuan Thien Group. On the other hand, when the project is implemented, it will create more jobs and income for the people, promote the development of industry, urban areas, trade and services of Nghia Hung district, and be the premise and driving force for the establishment of Ninh Co Economic Zone, which has been approved by the Prime Minister.

At the same time, create economic links with other localities, expand markets, exchange goods; realize the aspiration of the coastal area to become a pole of rapid and sustainable economic growth, making an important contribution to achieving the goal of making Nam Dinh a fairly developed province of the country by 2030.

To implement that policy, in the immediate future, Nghia Hung district will focus on synchronously implementing solutions to recover 28.5 hectares of land in Con Xanh, which is under the temporary administrative management of Nghia Hai commune, to hand over to Xuan Thien Group to implement the Xuan Thien Nam Dinh precast concrete component factory project.

At the dialogue, the representative of Xuan Thien Group also clearly stated the contents of the Company's support for site clearance and job creation for aquaculture households in the area inside the Con Xanh dike.

Regarding the petitions of households, the leaders of Nghia Hung District People's Committee directly responded and disseminated the policies, guidelines, and mechanisms for land clearance of the province and district, and affirmed that the petitions of aquaculture households in the Con Xanh area had been answered many times by the Provincial People's Committee, provincial departments and branches, and the District People's Committee in accordance with the provisions of law. If the households do not comply, the District People's Committee will impose administrative penalties and enforce land recovery, and any people who resist will be handled according to the provisions of law; when the authorities have to enforce, the households will not receive support from the Company as committed, and the authorities will not be responsible for the assets, adopted children, etc. of the households.
