The slow progress in re-establishing the site at the infrastructure relocation packages for metro line 2 has made people angry. The Ho Chi Minh City Urban Railway Management Board has received information from Giao Thong Newspaper and requested the contractor to rectify the situation.
On October 22, Mr. Phan Cong Bang, Head of the HCM City Urban Railway Management Board, said that he had directed the Metro Line 2 Project Management Board to inspect and rectify the situation of the contractor moving technical infrastructure for the sluggish construction of Metro Line 2. At the same time, the Head of the HCM City Urban Railway Management Board directly went to the site to inspect the actual situation and urged the contractor in the morning of the same day.
Since the beginning of October, Giao Thong Newspaper has continuously received complaints from many residents and business owners on Truong Chinh Street, Ward 13, Tan Binh District about the slow progress of the construction contractor in re-establishing the excavation sites. At many times during the week, the construction teams of the contractor Giao Thong Cong Cong Company have even stopped working.
The excavation site and technical infrastructure relocation are slowly being re-established on Truong Chinh Street.
According to Giao thong Newspaper reporters, at the location where the water supply pipeline was relocated at the intersection of Truong Chinh and Truong Cong Dinh, the contractor has fenced it off. Inside, the excavation site has been piled with piles to brace the walls, but the site has not been restored for the past 3 weeks. During morning rush hour, many vehicles on Truong Chinh Street struggle to turn onto Truong Cong Dinh Street to be able to get gas.
In the opposite area, the contractor gathered pipes, motorbikes and equipment along an 800m stretch of road right in front of houses and shops. Ms. Thanh (62 years old), a resident in the area, said she sympathized with the contractor because she knew this was a key project of the city.
"However, the construction progress is very slow, not seeing any work for many days is unacceptable," Ms. Thanh was upset.
Responding to Giao Thong Newspaper reporters, Mr. Vu Van Vinh, Director of Project Management Board 2 under the Ho Chi Minh City Urban Railway Management Board, said that he was aware of the above situation.
According to Mr. Vinh, Project Management Board 2 has requested the contractor to replace the team that did not ensure progress in the technical infrastructure relocation packages.
"In addition, the contractor must overcome the shortage of sand for filling and urgently restore the entire excavation site on Truong Chinh Street in November," said Mr. Vinh.
Construction materials and equipment for metro line 2 are scattered in front of houses on Truong Chinh Street, Ward 13, Tan Binh District.
Responding to Giao Thong Newspaper reporters, a representative of the construction contractor said that they are committed to rectifying the construction teams at the site to speed up progress.
"The barrier at the intersection of Truong Chinh and Truong Cong Dinh will be urgently dismantled within 5-7 days," the representative confirmed.
Previously, in July 2024, the area where the construction delay occurred was also inspected by the HCM City Department of Transport Inspectorate, and a fine was issued immediately after Giao thong Newspaper reported it. Accordingly, the construction contractor did not ensure safety, and illegally gathered materials and equipment, encroaching on public areas.
Metro Line No. 2 Project (Ben Thanh - Tham Luong) is over 11km long with a total investment of nearly 47,900 billion VND, using ODA loans from the Asian Development Bank (ADB), the German Reconstruction Bank (KfW), the European Investment Bank (EIB) and counterpart funds from the budget. The project passes through 6 districts of Ho Chi Minh City including: 1, 3, 10, 12, Tan Binh, Tan Phu.
