Overcoming difficulties to complete resolution targets

▪ Dear comrade, looking back at the 2020 - 2025 term, what are the outstanding results that the Party Committee and people of Chu Se commune have achieved?

- In the 2020 - 2025 term, we faced many difficulties and challenges, but with the attention and direction of superiors, the solidarity and consensus of the entire Party Committee, government and people, the commune achieved many important results, most of the resolution targets were completed and exceeded the plan.

Specifically, the growth rate of product value by 2025 will reach 8.63%; export turnover is estimated at 437 thousand USD; average income per capita by the end of 2025 is estimated at 65.45 million VND/year; the poverty rate according to multidimensional poverty standards will decrease to 1.28%; the rate of people participating in health insurance will reach 92.58%... These telling numbers reflect the persistent efforts of the whole commune.

Regarding agriculture , we are persistent in restructuring towards improving quality, efficiency and added value. High-tech agriculture has been gradually formed. Up to now, the commune has had 13 OCOP products meeting 3-star standards, 1 product reaching 4 stars. In particular, Chu Se pepper products have been granted geographical indications, contributing to affirming the brand and expanding the market.

The industrial - construction , trade - service sectors have developed quite well, in accordance with actual conditions, meeting production and life needs. Urban planning, residential areas, trade - services are implemented synchronously, gradually forming a development space with long-term orientation.

The material and spiritual life of the people is increasingly improved; poverty reduction and social security have clearly changed. National defense and security are maintained; social order and safety are ensured; local military work is consolidated, ready for all situations.

Regarding Party and political system building, the leadership capacity and fighting strength of grassroots party organizations and party members have been enhanced; the government's operational effectiveness has been ensured; the great national unity bloc has been increasingly consolidated. The coordination between the government, the Vietnam Fatherland Front and mass organizations has been strengthened, contributing to the successful completion of political tasks.

▪ Besides the achieved results, there are still limitations that need to be overcome. Can you share more clearly?

- In addition to the proud results, the Party Committee also seriously acknowledged the shortcomings and weaknesses to propose solutions to overcome them in the coming term, creating a breakthrough foundation for rapid and sustainable development.

Accordingly, the economic structure has shifted in the right direction but is still slow, not fully exploiting its potential and advantages. Some important indicators such as per capita income, budget revenue and expenditure, new rural village construction, etc. have not met the resolution's targets.

Productivity and quality of agricultural products have improved, but competitiveness is still low; concentrated commodity production areas have not been formed; and the linkage between production and product consumption is ineffective.

The industrial and construction sector develops slowly, on a small scale, without any clear breakthroughs. The agricultural and forestry processing industry has not developed commensurate with its potential. Illegal mining and construction on agricultural land still occur.

Poverty reduction and social security work is still difficult, a part of the people still expect and rely on the State's support policies.

The main reason is the negative, complex and unprecedented impact of the Covid-19 pandemic and climate change, which have seriously affected production, business and people's lives.

Besides, the leadership, direction and management capacity of some Party committees, authorities, agencies and units is still limited; some areas do not have drastic solutions and lack breakthroughs.

Land planning, management and use are still inadequate; there is a lack of linkage between sectors and fields. A number of cadres and civil servants have limited capacity; their sense of responsibility and awareness of serving the people are not high.

Exploiting existing potential and advantages

▪ How do you evaluate the significance of the 1st Chu Se Commune Party Congress in the context of the locality's recent merger?

- Chu Se commune was established on the basis of merging 5 administrative units including Dun, Ia Blang, Ia Pal, Ia Glai communes and Chu Se town (belonging to the old Chu Se district), with a natural area of 124.94 km², a population of nearly 69,000 people; of which ethnic minorities account for 24.91%. The commune party committee has 2,720 party members, operating in 91 grassroots party organizations.

The first Congress of the Chu Se Commune Party Committee for the 2025-2030 term is an important political activity of the entire Party Committee and the people. The Congress takes place in the context of the locality having just undergone a merger period, opening up many new development opportunities. This is an important milestone for the Party Committee to clearly define the orientation, goals, and solutions to bring Chu Se to rapid and sustainable development in the coming period.

▪ What key goals and tasks does the Commune Party Committee set out to continue rapid and sustainable development in the new period?

- Based on the analysis of potentials and limitations, the Party Committee of the commune identified 27 main targets including: the growth rate of product value in the period of 2026 - 2030 reaches 9.8%; export turnover by 2030 reaches 2 million USD; average income per capita by 2030 reaches 89.13 million VND; striving to attract 10 projects; the rate of poor households decreases sustainably; people participating in health insurance reaches 95%; over 90% of grassroots party organizations complete their annual tasks well...

To achieve the targets, the commune focuses on the main directions. In particular, focusing on developing industry - handicrafts, processing in a modern, green and sustainable direction, becoming an important pillar of the economy.

Make the most of the traffic advantages on Highway 14, Highway 25 and other regional routes to attract investment, gradually forming local industrial clusters. Focus on renewable energy industry, access to high-tech industries such as semiconductors, artificial intelligence (AI), innovation, and support green transformation.

Establishing transit hubs for agricultural products and processed products; improving the quality of the market system and transportation services; conveniently connecting with developed regions and areas of Gia Lai province.

Promote high-tech agriculture, focus on building specialized areas for key products such as coffee, pepper, durian, clean vegetables, medicinal herbs, and large-scale livestock farming. Link production with processing and product consumption according to the value chain; gradually form a model of ecological agriculture - processing industry - support services.

Focus on developing eco-tourism and community tourism in conjunction with exploiting cultural and historical values and preserving the cultural identity of the Central Highlands. Develop urban areas quickly and sustainably; improve the quality of planning and invest in infrastructure in a green, smart and modern direction.

Adjust the General Construction Planning of Chu Se commune in the direction of integration and reasonable inheritance of old plans; establish a unified and sustainable spatial development orientation.

▪ To realize the goals, what are the breakthrough solutions that the Party Committee of the commune has proposed in the coming term?

- We identify 4 breakthroughs as a premise for successfully implementing the goals for the 2025 - 2030 term.

Firstly, concretize the resolutions of the Central and the province; build a creative and serving government and enhance competitiveness; organize a streamlined and efficient apparatus; develop e-government and a transparent legal environment.

Second, strongly develop science and technology, innovation and digital transformation as a driving force for development; create maximum conditions to attract high-quality investment and advanced technology.

Third, attract high-quality human resources, especially in the fields of industry, high-tech agriculture and digital transformation; strengthen training and improve the qualifications of cadres, civil servants and public employees.

Finally, promote investment in building transport infrastructure, irrigation, industry - trade - services and digital infrastructure; prioritize regional connectivity, tourism promotion and connection; ensure irrigation needs for production areas.
