Opening of the 48th Training Course for Senior Specialist Civil Servants

According to Decision No. 7113/QD-HCQG dated November 8, 2024, the decision on organizing a Training course for civil servants of senior specialist rank and equivalent course 48/2024, organized at the Government Inspectorate. Specifically, organizing a Training course for civil servants of senior specialist rank and equivalent course 48/2024 for 63 cadres, civil servants and public employees of the Government Inspectorate. The course will open on November 8, 2024 at the Government Inspectorate, with study time on Friday afternoons and every Saturday and Sunday.

Speaking at the opening ceremony of the course, Comrade Tong Dang Hung, Deputy Head of the Training Management Board, National Academy of Public Administration, said that studying today is not only an obligation to meet the standard criteria of diplomas and certificates, but it has become an intrinsic need of each individual and organization with the motto of lifelong learning, building a learning organization. For the team of civil servants, officials at the senior expert level and equivalent, who are the team of strategic management advisors in ministries, branches, agencies and in public service activities, the task of studying becomes even more urgent.

With the desire that the course contributes to raising awareness and capacity for senior civil servants and equivalent experts to successfully complete all assigned tasks, the National Academy of Public Administration in coordination with the Government Inspectorate organizes course 48/2024.

Comrade Tong Dang Hung said that in terms of knowledge, the program aims to supplement and improve knowledge about the state and law, national governance, and state management; in terms of skills, it develops for senior specialist civil servants a number of skills to effectively and efficiently perform assigned tasks and powers; in terms of attitude, it contributes to improving the qualities, sense of responsibility, service attitude, and proactive creativity of civil servants.

The course content includes 13 knowledge topics and 03 reporting topics; the skills section has 14 topics and 03 reporting topics. To evaluate the course, students will take 02 multiple choice tests and write 01 project according to the instructions, along with a field research program.

For the course to be successfully organized, the Deputy Head of the Training Management Board, National Academy of Public Administration, proposed close coordination between the National Academy of Public Administration and the Government Inspectorate.

Speaking at the opening ceremony of the course, Deputy Inspector General Le Sy Bay affirmed that in recent times, the Government Inspectorate's leaders have always paid special attention to building a team of civil servants and public employees in the Inspectorate sector in general and the Government Inspectorate in particular. The Government Inspectorate has identified the training and development of cadres as one of the top priority tasks, specifically by sending many classes of cadres to participate in training and development courses at home and abroad.

Considering the specific tasks of the agency's officers and civil servants, the Government Inspectorate proposed opening a class at the Government Inspectorate and that proposal was supported by the leaders of the Government Inspectorate and the leaders of the National Academy of Public Administration.

The course included 63 students, who have work experience, many of whom hold leadership and management positions at departments, divisions, and units of the Government Inspectorate. Accordingly, the Deputy Inspector General of the Government requested that the students strictly comply with the rules and disciplinary regulations of the class; focus on listening and discussing with lecturers and colleagues about the contents related to the topics in the program and the issues arising in the implementation of tasks.

Deputy Inspector General of the Government Le Sy Bay requested the Department of Organization and Personnel, the Government Inspectorate to coordinate well with the National Academy of Public Administration to create the best conditions for the class; the Government Inspectorate Office coordinates with the Department of Organization and Personnel to ensure the learning conditions of the cadres in accordance with the direction of the Party Committee of the Government Inspectorate throughout the course.

On behalf of the Government Inspectorate leadership, Deputy Inspector General Le Sy Bay sincerely thanked the National Academy of Public Administration for creating conditions for the Government Inspectorate class to be organized and hoped that the students would create conditions for the lecturers to participate in teaching; all students would study well, complete the programs according to regulations and finish the course with results, ensuring the set training objectives.
