On the morning of April 15, the Department of Culture, Sports and Tourism held a conference to guide the implementation of Decree No. 86/2023/ND-CP of the Government stipulating the framework of standards and procedures, procedures, and dossiers for considering and awarding the titles of "cultural family", "cultural village, residential group", "typical commune, ward, and town" (referred to as Decree 86).

Conference overview.

At the conference, delegates who are cultural officials of localities were instructed and disseminated the content and methods of propagating and disseminating Decree No. 86; some contents on building and implementing village covenants and conventions of residential communities and implementing civilized lifestyles in weddings and funerals in the province; related contents on emulation titles stipulated in the Law on Emulation and Commendation No. 06/2022/QH15, dated June 15, 2022.

At the same time, delegates exchanged, discussed and gave comments on the draft Regulations detailing the criteria for considering and awarding the titles of "cultural family", "cultural village, residential group", "typical commune, ward and town" of Thanh Hoa province.

The conference aims to promptly update the new points of Decree 86, Decree 61/2023/ND-CP, dated August 16, 2023 of the Government on the development and implementation of village covenants and conventions; propaganda, dissemination, education, standards of access to regulations and laws for the team of cadres, civil servants and cultural officials of localities. Thereby, improving the effectiveness of the work of considering and awarding the titles of "cultural family", "cultural village, residential group", "typical commune, ward, town"; building conventions and village covenants in accordance with legal regulations and the actual situation in localities. From there, bringing the content of decrees and documents on cultural work closer to the people, contributing to improving the quality of activities and building grassroots culture.
