On the afternoon of May 9, the Standing Committee of the Hanoi Party Committee held an online conference to disseminate the Action Program to implement the Resolutions of the 8th Conference of the 13th Party Central Committee; Resolution No. 23-NQ/TU dated November 16, 2023 of the Party Committee on "Strengthening the leadership of the Party in promoting learning, promoting talents, and building a learning society in Hanoi from now until 2030, with a vision to 2045"; Directive No. 30-CT/TU dated February 19, 2024 of the Hanoi Party Committee "Strengthening the leadership of Party committees at all levels in building elegant and civilized Hanoians" throughout the city.

The conference was held online from the Hanoi Party Committee headquarters connecting to 618 district, town, and city party committees; socio-political organizations, city departments, branches, and sectors; communes, wards, and towns with more than 29,000 participants.

Attending the conference at the Hanoi Party Committee headquarters were Party Central Committee member, Standing Deputy Secretary of the Hanoi Party Committee Nguyen Thi Tuyen; Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong; Member of the Standing Committee of the Hanoi Party Committee, Head of the Propaganda Department of the Hanoi Party Committee Nguyen Doan Toan; Vice Chairman of the Hanoi People's Council Pham Qui Tien; Vice Chairman of the Hanoi People's Committee Vu Thu Ha.

Set specific goals for program implementation

At the conference, leaders of the city's departments and branches disseminated the Action Programs of the Hanoi Party Committee to implement the Resolutions of the 8th Conference of the 13th Party Central Committee.

In which, Director of the Department of Science and Technology Nguyen Hong Son presented Action Program No. 30-Ctr/TU dated March 8, 2024 on implementing Resolution No. 45-NQ/TW on "Continuing to build and promote the role of the intellectual team to meet the requirements of rapid and sustainable national development in the coming period". The program clearly stated solutions to implement Resolution No. 45-NQ/TW, inheriting Resolution No. 27-NQ/TW on "Building an intellectual team in the period of promoting industrialization and modernization of the country". Supplementing and clarifying the intellectual content in terms of qualifications, moral qualities, dedication; and the position, role, and responsibility of the intellectual team.

Director of the Department of Labor, Invalids and Social Affairs of Bach Lien Huong City presented Action Program No. 32-Ctr/TU dated April 4, 2024 to implement Resolution No. 42-NQ/TW of the Central Committee on "Continuing to innovate and improve the quality of social policies, meeting the cause of national construction and protection in the new period".

In particular, strive to achieve the following basic goals by 2030: 100% of people with meritorious services and their families who are receiving monthly allowances will receive comprehensive care in both material and spiritual aspects; unemployment rate below 3%; 100% of schools will meet national standards; 100% of people eligible for social benefits will receive social benefits; 70% of the working-age workforce will participate in social insurance...

Standing Vice Chairman of the Vietnam Fatherland Front Committee of Hanoi Nguyen Sy Truong presented Action Program No. 29-Ctr/TU dated February 16, 2024 to implement Resolution No. 43-NQ/TW on "Continuing to promote the tradition and strength of great national unity, building our country to be more and more prosperous and happy". In which, he emphasized that the Party plays the most important role; the Vietnam Fatherland Front and socio-political organizations play the core role in gathering, uniting, and strongly promoting all resources, potentials, and creativity of the People.

Next, Deputy Head of the Standing Committee of the City Party Committee's Propaganda Department Pham Thanh Hoc presented Resolution No. 23-NQ/TU and Directive No. 30-CT/TU. In particular, Resolution No. 23-NQ/TU is an important legal basis to support the education sector to make strong changes in the coming time. The Resolution mentions 3 viewpoints, goals and 9 main tasks and solutions, especially the research and proposal of specific mechanisms and policies for local and unit practices... to implement the Resolution. Regarding Directive No. 30-CT/TU, it emphasized and proposed the main tasks and solutions, first of all, to innovate thinking, raise awareness, and unify actions for the task of building elegant and civilized Hanoians.

Urgently develop an action plan

Concluding the conference, Deputy Secretary of the City Party Committee Nguyen Van Phong welcomed relevant units to organize the conference online to study and effectively implement important directives and resolutions of the Central and City Party Committee, spreading to connecting points across the city.

In particular, the Deputy Secretary of the City Party Committee emphasized the contents of the Action Program to implement Resolution No. 45-NQ/TW on "Continuing to build and promote the role of intellectuals to meet the requirements of rapid and sustainable national development in the new period" to meet the development requirements of the Capital in the new period.

According to the Deputy Secretary of the City Party Committee, Resolution No. 45-NQ/TW contributes to creating a new environment to attract and encourage the creativity of the intellectuals working in the capital. In particular, how to connect and promote the strength of this powerful intellectual team requires specific mechanisms and policies. At the same time, units need to create an environment and opportunities for the intellectual team to contribute and work.

Regarding the Action Program of the City Party Committee to implement Resolution No. 42-NQ/TW, the Deputy Secretary of the City Party Committee said that the City always pays attention to policy beneficiaries, people with revolutionary contributions, and people in difficult circumstances with the goal of ensuring that all people enjoy the results of the socio-economic development of the Capital. In particular, many targets for implementing the Resolution of Hanoi City are set higher than those of other localities in order to increase the level of support for the above beneficiaries.

Regarding Directive No. 30-CT/TU of the Hanoi Party Committee, the Deputy Secretary of the Party Committee emphasized that building elegant and civilized Hanoians is a long-term process, requiring perseverance and regular implementation, focusing on a number of key contents such as: building and fostering family values; a healthy educational environment, a healthy social environment. At the same time, building and exemplary practice of leadership and management culture, culture of integrity; a cultural environment of solidarity, democracy, discipline, humanity in the workplace...

From there, the Deputy Secretary of the City Party Committee requested the delegates to uphold their sense of responsibility to fully absorb the contents of this conference in order to reach a high level of consensus in awareness and action, promptly concretize, closely lead and direct, and resolutely and effectively implement action programs at the Party Committee, agencies, units, and localities. At the same time, do a good job of propaganda and promote emulation movements throughout the Party Committee to be determined to successfully implement the goals and tasks set forth in the Congress Resolution.

The Deputy Secretary of the City Party Committee proposed that immediately after the conference, Party committees, authorities, the Fatherland Front and socio-political organizations urgently develop action programs, plans and specific projects, organize the implementation of the Programs, Resolutions and Directives of the City Party Committee with clear assignment, division of tasks and roadmap, ensuring feasibility and effectiveness, especially reaching every citizen.
