On the morning of March 6, the Steering Committee for the implementation of social insurance (SI) and health insurance (HI) policies in the province (Provincial Steering Committee) held an online conference to review and evaluate the implementation of SI and HI policies in 2023 and deploy directions and tasks for 2024.

Deputy Head of the Provincial Steering Committee Nguyen Van Tam reported briefly on the implementation of social insurance and health insurance policies in 2023 and deployed directions and tasks for 2024.

Social insurance and health insurance are two important social policies, the main pillars in the social security policy system, contributing to the implementation of social progress and equality, ensuring political - social stability, security - national defense. Therefore, in recent times, the Party, the National Assembly, and the Government have always paid attention to leading, directing the development and implementation through the promulgation, amendment, and completion of policies, laws, and regulations on social insurance, health insurance, etc.

Deputy Head of the Provincial Steering Committee Hoang Ngoc Trung presented the draft Plan of the Provincial People's Committee on implementing the target of developing social insurance and unemployment insurance participants in the province in 2024.

To ensure comprehensive and effective leadership and direction of the implementation of social insurance, health insurance and unemployment insurance policies, on January 18, 2024, the Chairman of Thanh Hoa Provincial People's Committee issued Decision No. 316/QD-UBND on the consolidation of the Steering Committee for the implementation of social insurance and health insurance policies in Thanh Hoa province. Accordingly, the Chairman of the Provincial People's Committee is the Head of the Steering Committee, the Vice Chairman of the Provincial People's Committee is the Standing Deputy Head of the Steering Committee. The Deputy Heads and members of the Steering Committee are leaders of provincial departments, branches, agencies and organizations.

In the process of implementing the tasks, the Provincial Steering Committee has developed the Regulations, activities, and assigned specific tasks to its members. According to the assigned tasks, the members of the Steering Committee have actively advised the Provincial Party Committee, the People's Council, the Provincial People's Committee and the Chairman of the Provincial People's Committee to focus on leading and directing the implementation of social insurance, health insurance, and unemployment insurance policies and laws, and have achieved important results.

In 2023, the number of people participating in social insurance, health insurance and unemployment insurance will increase compared to the previous year (reaching 420,603 people, an increase of 8,767 people compared to 2022; the number of people participating in health insurance will reach 3,436,097 people, an increase of 117,044 people compared to 2022, accounting for about 91.95% of the population). Collection work is guaranteed, the amount of late payment of social insurance, health insurance and unemployment insurance is gradually controlled; the work of resolving social insurance regimes, managing and using the health insurance examination and treatment fund is always guaranteed. Inspection and examination work is carried out regularly and effectively. Administrative procedure reform and application of information technology continue to have breakthroughs, contributing to cost savings, creating favorable conditions for businesses, people and workers...

In addition to the achieved results, the implementation still has shortcomings and limitations. The coordination between departments, branches, between local Party committees and authorities and the social insurance sector in implementation is not really tight, and the efficiency is not high. The rate of social insurance participants compared to the working-age labor force is still low, only reaching about 31% (39.25% nationwide). The rate of health insurance participants in the province compared to the population is not high, not sustainable, in 2023 the number of health insurance participants only reached 91.95% compared to the population (93.35% nationwide compared to the population). The situation of late payment of social insurance, health insurance, and unemployment insurance in enterprises, especially non-state enterprises, is still common, many enterprises are late in paying social insurance, health insurance, and unemployment insurance.

At the conference, delegates focused on exchanging and discussing the results achieved, limitations, weaknesses and causes (especially subjective causes); sharing experiences, good practices, creative and effective practices in implementation. At the same time, analyzing, forecasting, proposing tasks and solutions that need to be focused on to effectively implement social insurance, health insurance and unemployment insurance policies in the province, focusing on discussing solutions to strive to complete the target of developing participants, reducing the amount of late payment of social insurance, health insurance and unemployment insurance to ensure the rights and legitimate interests of participants.

Speaking at the conference, Deputy General Director of Vietnam Social Security Chu Manh Sinh assessed Thanh Hoa as one of the provinces that effectively implemented social insurance and health insurance policies, contributing to ensuring social security and sustainable socio-economic development.

In addition to the achieved results, the Deputy General Director of Vietnam Social Security also pointed out the existing limitations, requesting the Thanh Hoa Provincial Steering Committee to clearly identify and draw out the causes, thereby determining tasks and having fundamental solutions in implementing the policy. The Provincial Steering Committee needs to continue to closely follow the policies, guidelines, orientations and directions of the Party, the National Assembly and the Government, promptly concretizing them into goals, tasks, solutions, programs and work plans to implement the policy. At the same time, strengthen financial and administrative discipline, promote the role and responsibility of the head; clearly assign and assign tasks to people, tasks and responsibilities, along with inspection and supervision; promptly reward; strictly handle violations; synchronously deploy solutions to develop participants; urge collection and reduce late payment fees; promptly resolve and pay all benefits of social insurance, unemployment insurance and health insurance; Strengthen inspection and examination work, promptly handle violations.

Steering Committees at all levels and relevant units continue to advise Party committees and authorities at all levels to direct and effectively implement social insurance and health insurance policies in the area. At the same time, synchronously deploy groups of tasks and solutions to effectively implement targets and plans on developing participants, collecting and reducing social insurance, health insurance and unemployment insurance debts; have solutions to control correct and sufficient spending, ensuring the source of health insurance examination and treatment funds (Thanh Hoa is the province with the largest health insurance examination and treatment costs in the country).

The social insurance sector needs to exploit and maximize the effectiveness of information technology, promote administrative procedure reform, digital transformation; strengthen communication work so that people can best access all information on social insurance and health insurance.

In the work of urging the collection of late payment and handling of violations of policies and laws on social insurance, health insurance, and unemployment insurance, departments, branches, units, and localities continue to seriously implement the province's instructions in implementing social insurance, health insurance, and unemployment insurance policies. The provincial Social Insurance presides over and coordinates with relevant departments, branches, and sectors to carry out inspection and examination of compliance with laws on social insurance, health insurance, and unemployment insurance in agencies, enterprises, and organizations that hire and use labor operating in the province under their authority.

Propose that the Provincial Police, based on the functions, tasks, powers and the Coordination Regulations between the Ministry of Public Security and Vietnam Social Security, effectively carry out the investigation when there are signs of violations; coordinate with the Provincial Social Security in prosecuting organizations and individuals violating the laws on social insurance and health insurance according to the Criminal Code.

The Vietnam Fatherland Front Committee and youth organizations from the provincial to grassroots levels, according to their functions and tasks, coordinate with the Social Insurance Agency and relevant agencies and units to strengthen propaganda and mobilize union members, association members and the community to actively participate in and comply with policies and laws on social insurance, health insurance and unemployment insurance.

The Deputy Head of the Provincial Steering Committee also requested the leaders of Vietnam Social Security, departments and professional boards of Vietnam Social Security to continue to pay attention and further strengthen the direction and guidance work so that local Social Security agencies can further promote their roles and responsibilities as the Standing agencies of the Steering Committees at all levels to advise and organize the implementation of social insurance, health insurance and unemployment insurance policies and laws in the province; thereby successfully implementing and completing the goals and tasks in implementing social insurance and health insurance policies in the province.
