According to information from the Director of the Center for Hydro-Meteorological Forecasting, the circulation of storm No. 3 has caused very heavy rain in the western mountainous area of ​​Nghe An province, and heavy rain has and will continue to occur in the upper reaches of the Ca River in Lao territory.

The flood flow to Ban Ve hydropower reservoir is at a very high level (the flood flow to the reservoir at 22:45 on July 22, 2025 was 10,044 ^m3 /s, exceeding the design flood flow of 7,770 ^m3 /s), the upstream water level of the reservoir is rising very rapidly, with the risk of exceeding the normal water level on the morning of July 23, 2025; there is a very high risk of flash floods, landslides on steep slopes, along rivers and streams, and deep flooding in low-lying areas.

Flood prevention and control, ensuring safety of dykes, reservoirs, irrigation and hydroelectric dams

To ensure the safety of people's lives and property, the safety of dykes, irrigation dams and hydropower plants in Nghe An province, especially Ban Ve hydropower dam, the Prime Minister requested that the Chairman of Nghe An Provincial People's Committee report to the Provincial Party Committee Standing Committee and directly lead and direct the implementation of necessary measures to respond to floods in the area, ensure the safety of people's lives, the safety of dykes, irrigation dams and hydropower plants in Nghe An province, especially Ban Ve hydropower dam; proactively develop plans to ensure the safety of residents to be ready to deploy when the worst situations occur, not to be passive and surprised.

Ministers of the Ministries of Agriculture and Environment and Industry and Trade shall closely monitor the developments of floods and storms, proactively coordinate with localities to direct the implementation of flood prevention and control work, and ensure the safety of dykes, irrigation and hydroelectric dams according to their assigned functions, tasks and authorities.

Deploy forces and means ready to respond when required

The Ministry of National Defense and the Ministry of Public Security directed Military Region IV and forces stationed in the area to proactively coordinate with localities to deploy forces, vehicles, materials, and equipment in key areas at risk of construction incidents, flash floods, landslides, and deep flooding to be ready to support localities and people in responding to floods and rescue when requested.

The Minister of Agriculture and Environment organizes monitoring, supervision, and forecasting of flood and rain situations, proactively coordinates with countries and international partners to collect additional data, further improving the quality of rain and flow forecasts in the Ca River basin to serve the direction and operation of flood and rain response.

The Minister of Construction directed the implementation of measures to ensure traffic safety and promptly support localities in overcoming landslides on major traffic routes.
