The recruitment, management, and use of civil servant and public employee positions and labor contracts of agencies, units, and localities are carried out in accordance with regulations, associated with determining job positions. The structure of civil servant ranks and professional titles of civil servants according to professional and technical positions accounts for 65%. The streamlining and withdrawal of staff is implemented synchronously, with many solutions to supplement staff for the education-training and health sectors in accordance with the norms, meeting job requirements, and suitable to the local situation.

Comrade Nguyen Tien Duc, member of the Provincial Party Committee, Chairman of the Provincial Party Committee's Inspection Committee, Head of the Provincial People's Council's Legal Committee chaired the supervision session.

Concluding the supervision session, the Head of the Provincial People's Council's Legal Committee acknowledged and highly appreciated the sense of responsibility of the supervised agencies, units and localities. He requested the Department of Home Affairs to clearly analyze the difficulties and obstacles in the mechanism for implementing regulations on job positions and public employee payroll, job positions and the number of employees in public service units. The recommendations of the departments and localities must be clear, the content needs to be guided for implementation, or amended accordingly. For the Department of Education and Training, it is necessary to rearrange the school network to arrange public employees in accordance with the assigned tasks and tasks and to allocate the assigned payroll for the 2023-2024 school year. The Department of Home Affairs coordinates with the Department of Health to review and re-evaluate the remuneration regime, mechanism, recruitment and training of human resources of the sector to avoid cases where health workers enjoy training policies but are not recruited. Regarding the rotation of civil servants and public employees, cadres must be careful not to affect their expertise and profession. It is necessary to innovate the annual evaluation and classification of civil servants and public employees in the direction of focusing on the substance of the work to properly evaluate the capacity, quality and level of task completion, as a basis for emulation and reward work, creating motivation for civil servants and public employees to strive.
