By 2023, the whole province will have 13,085 positions, of which the administrative sector has 1,643 civil servants and the public sector has 11,442 civil servants. The recruitment, management, and use of civil servant and public employee positions and labor contracts of agencies, units, and localities are carried out in accordance with regulations, associated with determining job positions. The structure of civil servant ranks and professional titles of civil servants according to professional and technical positions accounts for 65%. The streamlining and withdrawal of staff is implemented synchronously, with many solutions to supplement staff for the education-training and health sectors in accordance with the norms, meeting job requirements, and suitable to the local situation.
