Nearly 48,000 billion VND for 7 traffic projects connecting Ho Chi Minh City gateway with Long An

These are projects in the list of 88 important works that the Department of Transport has just submitted to the Ho Chi Minh City People's Committee to issue an investment plan, prioritizing implementation in the 2024-2030 period.

These projects include:

Upgrading and expanding National Highway 1 (from Kinh Duong Vuong Street to the border of Long An):   The western gateway, National Highway 1 - the section through Binh Chanh District (HCMC) is nearly 9.6km long - is currently "suffocating" due to traffic pressure.

The section from Kinh Duong Vuong Street to the border of Long An is only about 20m wide, with 4-6 lanes, so traffic jams are frequent, especially during holidays. At the same time, because there is no median strip between cars and motorbikes, the traffic order and safety situation here is very complicated.

This is one of five projects invested in upgrading, expanding, and modernizing existing road works that have been issued an implementation plan by the Ho Chi Minh City People's Committee.

The project is applied BOT contract according to the special policy in Resolution 98, will expand National Highway 1 to 52-60m, with a scale of 8 lanes. The total investment is more than 12,800 billion VND, of which the cost of site clearance is about 7,700 billion VND. Ho Chi Minh City budget will contribute 9,700 billion VND (accounting for 70%), the rest will be mobilized by investors.

Investment in construction of Ho Chi Minh City Ring Road 4, section across Saigon River - Thay Cai Canal (including Saigon River overpass): According to the plan, Road Ho Chi Minh City's beltway 4 has a total length of more than 200km, passing through 5 provinces and cities: Ba Ria - Vung Tau (18.7km), Dong Nai (45.6km), Binh Duong (47.45km), Ho Chi Minh City (17.3km) and Long An (78.3km).

Phase 1 has a total preliminary investment of more than 127,000 billion VND, the localities agree on a minimum scale of 4 lanes, with emergency lanes continuously arranged and a median strip between the 2 directions of traffic... This phase will also clear the land once according to the 8-lane plan to facilitate future expansion.

The investment project to build Ho Chi Minh City Ring Road 4, the section across the Saigon River - Thay Cai Canal (including the Saigon River overpass) is 17.3km long through Cu Chi District. The Department of Transport has proposed to invest in phase 1 of a complete 4-lane expressway (with an emergency lane for the entire route). The city will clear the land once according to the 74.5m plan, with an estimated investment of over VND14,000 billion, including the city budget of over VND7,251 billion and investors mobilizing over VND6,800 billion.

Construction of Phan Van Hon parallel road: This project runs through Hoc Mon district, is 8.5km long, 30m wide with a total investment of 3,720 billion VND. The starting point connects to National Highway 1 and the end point intersects with Ho Chi Minh City Ring Road 3.

According to the Department of Transport, the construction of the Phan Van Hon parallel route is convenient because it passes through agricultural land, there are not many constructions, and the site clearance is easy. When completed, the new route will help share traffic volume with the existing Phan Van Hon road, which is currently overloaded. This route is also expected to create momentum for socio-economic development between Ho Chi Minh City and Long An.

Investment in construction of National Highway 50B: The 5.8km section through Binh Chanh District (HCMC) is part of the overall project to build a new National Highway 50B, creating a dynamic axis connecting the HCMC - Long An - Tien Giang region.

According to the Road Traffic Network Planning for the 2021-2030 period, with a vision to 2050 approved by the Prime Minister, National Highway 50B will connect Ho Chi Minh City with Long An and Tien Giang provinces, nearly 55km long (the section through Long An is more than 35km, Tien Giang is more than 14km and Ho Chi Minh City is 5.8km). This is a new construction project, with a total estimated investment of nearly 20,000 billion VND.

In the proposal of the Department of Transport, the section through Binh Chanh district will be 5.8km long, 40m wide, with a total investment of more than 5,200 billion VND.

This section will form part of the entire National Highway 50B, creating a traffic connection axis with Ho Chi Minh City Ring Road 3 and Ho Chi Minh City Ring Road 4, contributing to strengthening connections to international gateways by sea (Hiep Phuoc port, Thi Vai - Cai Mep deep-water port, Long An port) and air (Long Thanh international airport).

Construction of East-West axis road (Vo Van Kiet avenue) extending from National Highway 1 to Long An: Vo Van Kiet Street from Calmette Bridge (District 1) to Highway 1 intersection (Binh Chanh District), located in the East-West Highway axis of Ho Chi Minh City, is nearly 13km long, 60m wide (meeting 6-10 lanes). The road opened to traffic in 2009 and is considered a vital route, connecting Ho Chi Minh City with localities in the key economic region of the South.

According to the proposal of the Department of Transport, Vo Van Kiet Street is extended to Hai Son - Tan Do Industrial Park in Duc Hoa District (Long An), with a length of 12.2km and a cross-section synchronous with the current exploitation status of 60m wide.

In phase 1, Ho Chi Minh City will clear the land once according to the planning of 60m wide; build roads on both sides, each road is 14.5m wide; the reserve land in the middle is 31m wide. The total investment is expected to be more than 5,200 billion VND in the form of public-private partnership (PPP), including 50% of the city budget and 50% of the investor's mobilized capital.

Construction of a new northwestern road: This route is proposed to be opened through Binh Chanh district to connect with Long An province. The investment scale of the route is 10km long, 40m wide with the starting point on Ring Road 2 and the end point adjacent to Long An, with an estimated cost of 5,200 billion VND. This project is proposed to be implemented under the PPP form, in which 3,900 billion VND is from the city budget and 1,300 billion VND is from the investor.

Construction of Rach Doi Bridge: This project passes through Nha Be district with a total investment of 781 billion VND. The bridge section is 451.9m long and 15m wide. The starting point of the project is in Nha Be district (HCMC) and the ending point is in Can Giuoc (Long An).
