On November 20, the Government issued Resolution No. 195/NQ-CP on stopping the credit program for students from difficult family circumstances to buy computers and equipment for online learning (in Decision No. 09/2022/QD-TTg dated April 4, 2022 of the Prime Minister).

The Government assigned the Prime Minister to consider and issue a decision to completely abolish Decision No. 09/2022/QD-TTg of the Prime Minister.

In the context of the complicated developments of the Covid-19 epidemic, the rapid and widespread spread, so students may have to continue studying online when infected with Covid-19 or in localities with a high number of infections, the Ministry of Finance has chaired and coordinated with the Vietnam Bank for Social Policies (VBSP) and relevant ministries and branches to submit to the Prime Minister for issuance of Decision No. 09/2022/QD-TTg on credit for students with difficult family circumstances to buy computers and equipment for online learning.

The credit program under Decision No. 09/2022/QD-TTg has supported more than 80,000 eligible students to continue studying online when infected with Covid-19 in the recent period, while supporting students to study effectively in a classroom environment that is gradually being digitized and digitized.

The program has contributed to the correct implementation of the Party and State's policy of social justice, caring for all people, and "leaving no one behind". The issued policies have been deployed and implemented synchronously and achieved some remarkable results.

Up to now, the Covid-19 epidemic has been controlled, so schools no longer organize online learning. On the other hand, the VBSP has coordinated with relevant departments, branches, district-level board of directors, commune-level poverty reduction committees, and socio-political organizations at all levels to review the actual loan demand of the credit program according to Decision No. 09/2022/QD-TTg. As a result, only 14/63 provinces and cities still have a loan demand of VND 94 billion (to date, the VBSP has disbursed all of this money).

Therefore, to suit the current practical context, the abolition of Decision No. 09/2022/QD-TTg is necessary.
