Present at the construction site of the Vinh Bao Town Residential Area Development Project (Vinh Bao Residential Area Project), Vinh Bao District, Hai Phong City, on the afternoon of August 28, the atmosphere was bustling and busy. In areas where the clean land has been handed over, the contractor is arranging human resources and machinery to urgently construct the resettlement area, access roads and project infrastructure.

According to information from Vinh Bao District People's Committee, on November 22, 2021, Hai Phong City People's Committee issued Decision 3355/QD-UBND approving Saigon Garment - Match Joint Stock Company as the investor of Vinh Bao Residential Area Project. The project covers an area of nearly 10 hectares in the fields of Cua Dong and Cua Tay of Vinh Bao town, with a total investment of more than 800 billion VND with nearly 400 townhouses with an area of 90 - 120 m2/house, and a frontage of 5 - 6 m. The total construction floor area is expected to be more than 150,000 m2.
The project aims to build a commercial housing area with synchronous technical infrastructure, full amenities, and supplement the housing fund for Vinh Bao town and neighboring residents. In addition to housing, Vinh Bao Residential Area Project also has other items such as green parks, educational facilities, etc.
The investor is constructing the road from National Highway 10 to the residential area development project of Vinh Bao town, Vinh Bao district, Hai Phong city.
According to information from the Land Fund Development Center of Vinh Bao District, Hai Phong City, to serve the Vinh Bao Residential Area Project, the People's Committee of Vinh Bao District reclaimed nearly 10 hectares of agricultural land and residential land from 196 households (136 households with agricultural land, 60 households with residential land).
On August 30, 2022, Vinh Bao District People's Committee completed the approval of the compensation plan and support for site clearance for all households with agricultural land with an amount of more than 40 billion VND. Then, in Decision No. 4535/QD-UBND dated December 19, 2022, Hai Phong City People's Committee assigned the first phase of nearly 9 hectares to the investor to implement the project.
Regarding residential land, the site clearance work of Vinh Bao District People's Committee is still facing many difficulties and obstacles. As of August 28, 2023, the locality has approved the compensation and support plan for 60 households with a total amount of more than 81 billion VND. Although the Vinh Bao District Land Fund Development Center has invited households to receive compensation and support 3 times, only 23/60 households have come to receive more than 7.4 billion VND.
The reason given by the households for not receiving the money is that the compensation and support prices are many times lower than the market price. Meanwhile, the resettlement area is not yet completed (for households arranged for resettlement according to regulations), the land price is high (for households that are allocated land with land use fees).
Due to difficulties and problems, especially related to site clearance, after more than 8 months since the first phase of land allocation, the investor has only completed less than 20% of the project. Local people are worried that the prolonged construction will affect their lives and activities.
The investor of the Vinh Bao town residential area development project, Vinh Bao district, Hai Phong city constructs infrastructure in the resettlement land area, land allocated with land use fee collection.
To remove difficulties and obstacles, along with requesting investors to focus on completing infrastructure in resettlement areas as soon as possible, and handing over land with land use fees, Vinh Bao District People's Committee requested Vinh Bao Town authorities and relevant departments and offices of the district to focus on propagating and mobilizing households with residential land to receive compensation and support, and promptly hand over clean land to investors.
In addition, request specialized departments and offices to consult with city departments and branches, complete procedures and processes to submit to Vinh Bao District People's Committee to report to Hai Phong City for permission to organize compulsory land recovery.
Talking to Nguoi Dua Tin, Mr. Tran Van Duc - Vice Chairman of Vinh Bao Town People's Committee, Vinh Bao District, Hai Phong City, shared that Vinh Bao Residential Area Project is the first concentrated, synchronous, modern residential area project of the district.
Not only does the project solve housing problems for a part of the local population, it also helps Vinh Bao town achieve the criteria of a type 3 urban area, soon becoming the central urban area of Vinh Bao district - the southwestern gateway of Hai Phong city.
Therefore, in the coming time, Vinh Bao Town People's Committee will actively coordinate with functional departments of Vinh Bao district to mobilize and propagate households to receive compensation, support and hand over clean land so that the investor can soon complete and put the project into use .
