According to the Department of Planning and Investment of Quang Tri province, in the 2024 Key Work Program of the Quang Tri Provincial People's Committee, one of the key tasks to be carried out in the second quarter of 2024 is "Commencing the construction of TTH Dong Ha International Hospital project".

Accordingly, in February, March and May 2024, the Department of Planning and Investment of Quang Tri province issued documents urging, guiding the implementation and requesting TTH Group Joint Stock Company to develop a detailed progress plan for the remaining work and a plan to organize the groundbreaking ceremony of TTH Dong Ha International Hospital. However, TTH Group Joint Stock Company did not respond.

On June 6, 2024, the Department of Planning and Investment of Quang Tri province organized a working session with the participation of representatives of Dong Ha City People's Committee, Ward 2 People's Committee, Dong Ha City Department of Natural Resources and Environment and representatives of TTH Group Joint Stock Company.

Based on the report on the project implementation status, the investor's recommendations and proposals, and the opinions of the members attending this meeting, the Department of Planning and Investment of Quang Tri province informs the investor and requests the Company to submit a document on the implementation plan of the TTH Dong Ha International Hospital project to the Department of Planning and Investment before June 20, 2024, agreeing on a number of contents such as:

Make a deposit to secure the investment as prescribed before June 20, 2024. Develop a detailed schedule for the implementation of the remaining work of the project in accordance with the proposed adjusted project implementation schedule, including the time to organize the project groundbreaking ceremony. Commit to and complete the work of compensation, site clearance, land allocation, and land lease for the entire project before December 31, 2024.

It is known that TTH Dong Ha International Hospital was granted an investment policy decision by the People's Committee of Quang Tri province on December 27, 2019; approved the adjustment of the investment policy and approved the investor on September 6, 2022. The project will be implemented in the Eastern Urban Area of ​​Dong Ha, in Ward 2, Dong Ha City.

The project is invested by TTH Group Joint Stock Company (located at 81 Nguyen Sy Sach, Hung Binh Ward, Vinh City, Nghe An Province) with a total investment of 700 billion VND. The project has a land area of ​​4.39 hectares, a construction area of ​​6,500 m2, a design capacity after adjustment from 600 beds to 499 beds, and a building height of 9 floors.

Currently, the project's problems during implementation are that the infrastructure surrounding the project has not been completed when there is no access to the project; and some difficulties related to the agreement on compensation for site clearance with households within the project area.

Faced with the above problems, TTH Group Joint Stock Company has proposed that the People's Committee of Quang Tri province approve the investor to adjust the project into 2 phases (phase 1 to build a hospital with a total investment of 450 billion VND; and phase 2 is 250 billion VND).

In addition, TTH Group Joint Stock Company proposed that the People's Committee of Quang Tri province allocate public investment funds to complete the infrastructure (project entrance) in accordance with the approved plan. Compensation, site clearance and land lease will be completed in phase 1.

The investor also committed to implementing the project to ensure construction licensing progress, groundbreaking in the third quarter of 2024, and completion of acceptance and commissioning of phase 1 in the fourth quarter of 2025.

In response to the investor's proposal, Vice Chairman of the Quang Tri Provincial People's Committee Hoang Nam assigned the Department of Planning and Investment to preside over and guide and support the investor in carrying out the procedures for adjusting the investment policy, reporting to the Provincial People's Committee for consideration and decision in accordance with regulations on the proposal to divide the investment project.

Regarding investment in the road connecting to the project boundary, Vice Chairman Hoang Nam said that the People's Committee of Quang Tri province committed that after being put into operation, there will be a road to TTH Dong Ha International Hospital in accordance with the spirit of Resolution No. 56/2023/NQ-HDND dated July 19, 2023 of the Provincial People's Council on promulgating investment support policies in Quang Tri province. Vice Chairman of the People's Committee of Quang Tri province Hoang Nam assigned the People's Committee of Dong Ha city to preside over and coordinate with the Department of Planning and Investment to advise the Provincial People's Committee to establish a public investment project, submit it to the competent authority for approval of the investment policy in the period of 2024 - 2026, and complete it in the second quarter of 2024.

However, the Vice Chairman of the Quang Tri Provincial People's Committee also requested TTH Group Joint Stock Company to develop a clear construction plan and roadmap, striving to start the project in June 2024. Implement a deposit to ensure project implementation on the total investment capital of the project in accordance with regulations.
