Unique way to attract international talent and overseas intellectuals

Many countries have issued specific policies to attract international talent, especially overseas intellectuals living and working abroad.

On August 16, at the 1st Congress of the Party Committee of the Ministry of Science and Technology , term 2025-2030, the Ministry of Science and Technology set a goal in the 2025-2030 period to attract about 500 international experts and overseas intellectuals to work long-term in Vietnam, and at the same time train 50,000 engineers in strategic technology fields such as artificial intelligence, semiconductors, biotechnology, and space.

In the context of globalization and increasingly fierce competition for knowledge, many countries have identified the policy of attracting international experts and overseas intellectuals as one of the key factors for sustainable development. This high-quality human resource not only contributes to supplementing the domestic workforce but also brings knowledge, experience, new technology and international networks, helping economies improve their competitiveness.

China

In recent decades, China has considered attracting international experts and overseas intellectuals as an important pillar in its national development strategy. High-quality human resources are considered the “key” for the country to become a technological, scientific and innovative power. Therefore, many specific policies have been issued by China to invite and create favorable conditions for international scientists, experts as well as overseas Chinese intellectuals to return and contribute.

One of the most prominent programs is the “Thousand Talents Plan” initiated in 2008, aiming to attract top scholars, high-tech experts, innovative entrepreneurs and outstanding managers. The Chinese government is committed to providing attractive financial incentives, modern research environments, advanced laboratories and high autonomy in research to create the best conditions for talents to develop their abilities. In addition, individuals participating in the program also enjoy special priorities in terms of residence, healthcare, family education and access to large research funds.

In addition, China also focuses on building high-tech zones, startup incubators and innovation centers to create a favorable ecosystem for international experts and overseas intellectuals. Many localities such as Beijing, Shanghai and Shenzhen have issued their own policies to attract talent, from financial support, tax reduction to startup funding. China has also expanded its cooperation network with the world's leading universities and research institutes, both to connect Chinese intellectuals with their homeland and to encourage foreign experts to work long-term.

Thanks to these efforts, China has succeeded in building a strong scientific research force, contributing to major advances in artificial intelligence, space technology, renewable energy and telecommunications. It is undeniable that the policy of attracting international experts and overseas intellectuals has become an important driving force behind China's rise on the global science and technology map.

India

India is one of the countries with the largest diaspora communities in the world, spread across all continents and especially concentrated in the US, Europe and developed countries. The Indian government clearly recognizes that the diaspora intellectual resource is a “strategic asset” that can contribute significantly to the country’s modernization process. Therefore, many policies to attract international experts and intellectuals of Indian origin have been implemented to build a bridge between global knowledge and domestic development needs.

One of the key measures taken by India is to facilitate the participation of Indian-origin scientists and professionals in research or teaching in the country through academic exchange programmes, collaborative research and investment in high-tech sectors. The government has established modern research centres, national laboratories and special technology parks as destinations for returning overseas intellectuals to contribute. At the same time, financial policies supporting research projects, tax incentives and start-up capital have also been applied to encourage Indian-origin entrepreneurs to invest in key sectors such as information technology, renewable energy, pharmaceuticals and artificial intelligence.

Forums such as “Pravasi Bharatiya Divas” are held annually to bring together the Indian community abroad, affirm the cultural and national connection, and create opportunities for exchanging ideas and cooperation. The Indian government also implements programs specifically for overseas youth, aiming to connect the young generation with their homeland and inspire the spirit of contributing to national development.

Thanks to these policies, India has succeeded in attracting a significant portion of Indian-origin intellectuals to return home or collaborate remotely, contributing to the strong development of the information technology industry, biomedical research and space science. Although there are still many challenges in creating a truly attractive working environment, it is clear that the strategy of mobilizing brainpower from overseas Vietnamese and international experts has helped India affirm its increasingly high position on the global science and technology map.

Israel

Dubbed the “startup nation”, Israel has been successful in building a policy to attract international experts and overseas intellectuals to serve its science and technology development strategy. With limited natural resources and a complex security context, Israel soon realized that its only sustainable competitive advantage is human intelligence. Therefore, attracting talent, especially Jewish intellectuals from all over the world, to return home has become a national priority.

One of Israel's key policies is to encourage Jews abroad to return home under the "Law of Return", thereby ensuring that all Jews have the right to return and become Israeli citizens. On this basis, the government has implemented specialized support programs for intellectuals and experts in many fields. They are granted research scholarships, settlement support, and working conditions in research institutes, universities and high-tech enterprises. In particular, Israel focuses on developing a network of scientific research centers, modern laboratories and venture capital funds to create an attractive environment for overseas intellectuals to return to start businesses and conduct research.

In parallel, Israel has established an innovation ecosystem, closely connecting the state, universities and businesses. This policy not only attracts Jewish intellectuals to return home but also attracts international experts. With tax incentives, investment capital and research autonomy, many leading scientists have chosen Israel as a place to develop their careers. The government also supports bilateral cooperation programs with the US, Europe and many other countries, creating conditions for international experts to participate in joint projects, thereby strengthening Israel's global position in science and technology.

Thanks to its strong policies and long-term vision, Israel has built a strong intellectual community, contributing to making the country one of the world's leading innovation centers. This success proves that policies to attract and promote overseas intellectuals, combined with a favorable research and startup environment, can become a core driving force for a country's development.
