Strengthening the responsibility of those who are voted for and vote for confidence
The majority of delegates expressed their strong agreement with the need to issue a draft Resolution on taking a vote of confidence and a vote of no confidence for people holding positions elected or approved by the National Assembly or People's Council (amended).
The drafting of the resolution aims to promptly institutionalize Regulation No. 96-QD/TW of the Politburo on taking a vote of confidence for leadership and management positions and titles in the political system and Resolution No. 27-NQ/TW on continuing to build and perfect the Socialist Republic of Vietnam in the new period; ensuring the consistency of the legal system. At the same time, to overcome the shortcomings and limitations of Resolution No. 85/2014/QH13 dated November 28, 2014 of the National Assembly on taking a vote of confidence and voting for people holding positions elected or approved by the National Assembly and People's Councils during the implementation process.

Along with that, some delegates suggested that there should be regulations for those who are voted for with a "low confidence" rating of two-thirds or more of the total number of National Assembly deputies and People's Council deputies, who proactively write a resignation letter before the agency or competent person recommends that person for election or approval by the National Assembly or People's Council, and is responsible for submitting to the National Assembly or People's Council for dismissal at that session or the nearest session.
Regarding the principle of taking a vote of confidence and voting for confidence (Article 5), in Clause 3, the delegate proposed to remove the phrase “stability”; add a provision that the person subject to a vote of confidence has the opportunity to present, and the National Assembly and the People's Council discuss it in full. At the same time, there needs to be a mechanism to prevent the situation where some opportunistic individuals use votes to discredit and dismiss officials, so there needs to be solutions to ensure publicity and transparency.
New policies need to be innovative, ensure feasibility, and avoid loss and waste.
Discussing the draft Resolution on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City, delegates in the group agreed to issue the draft, aiming to build specific and outstanding mechanisms and policies to create a legal basis to promote potential and advantages, create breakthroughs, resolve bottlenecks in the city's socio-economic development, contributing to the construction and development of Ho Chi Minh City.
National Assembly Deputy Nguyen Dinh Viet (National Assembly Delegation of Cao Bang Province) proposed to assess the feasibility of BOT projects on existing roads in Ho Chi Minh City.
Basically, opinions agree with the specific policies for the development of Ho Chi Minh City. However, delegates also suggested that it is necessary to carefully study the adjustment of construction density, planning adjustment, and to assess the impact of planning adjustment, minimizing negative impacts on the residential community in the surrounding area; clarifying the concept of the surrounding area; assessing the feasibility of BOT investment projects on existing routes. Regulations on fee and charge policies need to be placed in the overall region, ensuring general harmony with other localities. The delegation of authority to localities for public investment projects needs to be strictly controlled.

With the draft Resolution on taking a vote of confidence, a vote of no confidence for people holding positions elected or approved by the National Assembly and People's Councils (amended), it is necessary to have clearer regulations on taking a vote of no confidence at all levels, especially at the commune level; supplement the staff evaluation form with two more contents on work capacity and moral qualities; study to replace the phrase "Consequences for people who are taken a vote of no confidence, a vote of no confidence" with the phrase "Handling the results of the vote of no confidence of people who are taken a vote of no confidence, a vote of no confidence".
Regarding the draft Resolution on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City, Head of the National Assembly Delegation Hoang Trung Dung said that it is necessary to stipulate decentralization and delegation of powers, creating initiative for localities; allowing Ho Chi Minh City to increase socialization and mobilize resources from the people.
