In addition, Mr. Than suggested that whatever belongs to the Government, the Prime Minister decides, projects that belong to ministries, ministers decide, and projects that belong to provinces, the head of the province decides, to avoid trouble with bidding. Because currently bidding takes a lot of time and it is not certain that it can avoid negativity.
Regarding state-owned enterprises, Mr. Than said that when assigned a task, they will not be allowed to perform other tasks or encroach on other areas.
For example, the Oil and Gas Group does oil and gas, Vietnam Airlines does aviation, and electricity does electricity only when it is concentrated.
"But doing real estate, vases, and bottles is not allowed. I suggest the Prime Minister study and assign specific details," Mr. Than added.
Mineral resources need to be exploited, we should not think of leaving them for our children and grandchildren, that is wrong.
"If we could do that, we would have used that asset to develop infrastructure, to develop the things we need, frankly, money.
Minerals left there are no different from gold in the pocket, it is necessary to attract domestic capital and attract capital in society. Whatever can be exploited must be exploited," Mr. Than added.
He proposed that attention should be paid to establishing three large economic zones, Phu Quoc, Van Phong and Van Don, as well as the nuclear power project.
