Hai Phong voters propose many issues on merging commune-level administrative units

This morning (May 11), Deputy Prime Minister Tran Luu Quang and the National Assembly Delegation of Hai Phong city met with voters in Kien Thuy district, Hai Phong city, to prepare for the 7th session of the 15th National Assembly.

The meeting was held directly and online at 18 points in communes and towns of Kien Thuy district.

At the meeting, voters of Kien Thuy district (Hai Phong city) contributed many opinions to the draft laws that will be considered at the session, such as: Law on Organization of People's Courts (amended); Law on Urban and Rural Planning; Law on Value Added Tax (amended)....

Voters also asked the National Assembly and central agencies to pay attention to some shortcomings in localities, such as: Medical equipment and facilities at medical facilities are not guaranteed; difficulties in paying social protection and meritorious people's allowances through accounts; fraud on social networks...

In particular, voters proposed many contents related to the merger of commune-level administrative units. In the period of 2023 - 2025, Hai Phong city will arrange 82 commune-level administrative units to establish 32 new commune-level administrative units, reducing 50 administrative units.

Up to now, the tasks according to the arrangement plan have been carried out on schedule, and the organization of collecting voters' opinions on the arrangement policy and the name of the new administrative unit has been completed.

According to Mr. Do Duc Uy, Party Secretary, Chairman of the People's Council of Dai Ha commune, Kien Thuy district, besides high consensus, voters are also concerned that after the merger, the area is large, the headquarters of the Center does not meet the requirements due to the large number of party members and people after the arrangement; the number of commune-level cadres and civil servants is redundant after the merger.

Accordingly, he suggested that central ministries, departments and branches need to have separate policies to support cadres, civil servants and part-time workers when they retire or stop working. Especially cadres in the field of mass organizations and part-time workers at the commune level who are still eligible to participate in social insurance and have participated in social insurance for 5-7 years.

Deputy Prime Minister Tran Luu Quang highly appreciated the results that Hai Phong city has achieved since the beginning of the year, especially the results of disbursement of public investment capital; State budget collection; many large projects were started and inaugurated...

The Deputy Prime Minister hopes that the city’s leaders and people will continue to promote collective strength, along with economic development, and continue to pay attention to taking care of people’s spiritual lives; continue to promote digital transformation; ensure local security and order, etc.

Regarding Kien Thuy district, the Deputy Prime Minister expects the coastal road project to be completed quickly; continue to thoroughly resolve the clam-sand issue, and sustainably develop the marine economy.

The Deputy Prime Minister noted that the government and people of Hai Phong City need to continue to unite and closely coordinate between all levels and sectors; not to allow factions and group interests to occur.

According to the Deputy Prime Minister, we are starting to prepare for Party Congresses at all levels; if we do not solve the planning problem in a democratic, systematic and scientific manner, we will fail and the goals set for the next term will certainly be difficult to achieve.

"A very topical story is the coordination of all levels and sectors. When many responsible officials are disciplined, the consequence is the fear of making mistakes and being responsible. For Hai Phong, this story is not common, because the cultural character of Hai Phong people has shown that, but it still exists more or less. To solve this story, first, we need to promote democracy and collective responsibility; second, we need to promote the decisiveness of the leader," said the Deputy Prime Minister.

Leaders of Hai Phong City and representatives of the city's departments and branches also responded to a number of voters' recommendations and concerns under the city's authority; the Hai Phong City National Assembly Delegation will receive voters' opinions and report at the next National Assembly session.
