At the question and answer session of the Hanoi People's Council on July 3, delegate Pham Dinh Doan (Me Linh District Delegation) sent a question to the Chairman of the Hanoi People's Committee.

Regarding the spirit and quality of service to people and businesses, according to the report of the Hanoi Department of Home Affairs, Hanoi's PAPI index has improved slightly. However, there are some drops in rankings such as the time index, which dropped 32 places.
Delegates are concerned that the PAPI index assessing the qualifications of civil servants in the capital at all levels is lower than in other provinces and cities.
"Does our city have any training programs or any indicators to evaluate civil servants, not only working with knowledge but also working with heart?", Mr. Doan asked.
Responding to delegates, Vice Chairman of Hanoi People's Committee Ha Minh Hai said that the content questioned by delegates is "very important, both a breakthrough and a bottleneck, hindering development", saying that it will reduce trust if not done well.
According to Mr. Hai, the determination and direction of Hanoi's leaders are very clear. Hanoi has issued full plans, closely following the direction of the Central Government, especially the Hanoi Party Committee.
Since then, Hanoi's socio-economic development has grown; many new and major contents have been completed by Hanoi. 3 major contents are related to amending the Capital Law, Capital Planning, and implementing Ring Road 4.
"These are new and difficult tasks, but with the spirit of administrative reform and innovation, it has clearly been measured by specific results," said Mr. Hai.

According to Mr. Hai, through the reflection of delegates on some specific contents or indicators, there are still limitations, Hanoi has also met, evaluated, and carefully analyzed the related indicators. There are indicators in Hanoi that have increased but increased more slowly than other localities, and there are indicators that have decreased.
Hanoi's guiding principle is that it must be measurable, aiming to not only measure and determine the index at the end of the year. If it can be measured in real time by week, month, quarter, it is public.
The Vice Chairman of the Hanoi People's Committee revealed that this is Hanoi's way of doing things in the coming time so that each unit, department, and locality can "see where they stand", compare with other units to strive together.
Meeting a specialist is harder than meeting a manager.
Regarding the fact that officials must work with their hearts as mentioned by the delegate, Mr. Ha Minh Hai said that Hanoi has determined that the working motto is to respect the law, but must always listen and have a service attitude.
That is, as a civil servant, one must determine to work according to the constitution and the law. But one must always listen because in practice there are many problems and shortcomings, it is necessary to listen to supplement, perfect and propose.
"And more importantly is the spirit and attitude of service. If we do it with spirit, attitude, and heart, then surely the efficiency, quality of work, especially the trust, recognition, and satisfaction of the people with the system will be very good," said Mr. Hai.

Clarifying information related to the issue raised by the delegation, Mr. Vu Duc Bao - Head of the Hanoi Party Committee's Organization Committee said that regarding personnel work and training, "Hanoi's cadres are not inferior to those of other provinces, but their capacity and qualifications are much higher".
According to Mr. Bao, with the cadres under the management of the Standing Committee of the City Party Committee, the Standing Committee of the City Party Committee has paid great attention to key positions and leaders since the beginning of the term.
"For example, before the end of their term, three directors and heads of key sectors have been replaced... Some have been there for 8 months, some for 1 year, some for more than 1 year. It is clear that the personnel work here is being paid attention to and the responsibilities of those who do not meet the job requirements are being considered," said delegate Bao.
According to Mr. Bao, the remaining problem is the responsibility of professional advisory agencies, including the heads of city departments and branches.
The Head of the Hanoi Party Committee's Organization Committee suggested that heads of departments, chairmen of districts, towns and localities must control their work according to their responsibilities as leaders. Along with that, it is necessary to pay attention to the team of department heads, deputy heads and staff.
"Some businesses say that meeting department heads, deputy department heads, and specialists is more difficult than meeting directors," Mr. Bao cited.
