On the afternoon of September 22, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, together with leaders of departments and branches, had a working session with the Provincial Statistics Office to assess the implementation of statistical work since the beginning of the term and the direction and tasks in the coming time.

ENSURING REGULAR AND SUDDEN INFORMATION FOR MANAGEMENT AND OPERATION WORK

Reporting at the working session, comrade Phan Truong Son - Director of the Provincial Statistics Office said that over the past years, the Statistics sector has proactively and actively coordinated with departments, branches, sectors and localities to organize investigations, collect and synthesize information on the socio-economic situation; provide and disseminate socio-economic statistical information to serve the leadership, direction and administration of the Provincial Party Committee, Provincial People's Committee, all levels, sectors and localities.

Since the beginning of the term, the Statistics sector has coordinated with departments and branches to provide data to serve many major contents such as: building political reports for Party Congresses at all levels; summarizing reports on 10 years of implementing Resolution No. 26 of the Politburo; reporting on the Provincial Planning for the period 2021-2030, with a vision to 2050; reporting on marine economic development; reporting on the mid-term implementation of Resolutions of Party Congresses at all levels, etc.

Every year, based on the plans, policies and resolutions of the Provincial Party Committee, People's Council and People's Committee, the Provincial Statistics Office has been proactive in its work, well organized in the investigation and collection of information to analyze, evaluate and promptly forecast the socio-economic situation of the province.

The analysis and forecasting topics carried out by the Statistics sector are increasingly improved in quality, thereby providing regular and timely data to serve the leadership, direction and administration of the Party and authorities at all levels.

The dissemination of statistical information is focused on doing well, maintaining the order to promptly serve the needs of information users, meeting the data usage needs of all levels, sectors, Party committees, and local authorities, while ensuring the storage and systematization of data. The dissemination of statistical information is increasingly public, transparent, and timely.

The General Statistics Office has also promoted the application of information technology and digital transformation in statistical activities; maximally applied information technology in the collection, processing, analysis and synthesis of statistical data. Strengthened the dissemination of statistical knowledge; inspected and supervised the provision of information by organizations and individuals, focusing on the provision of administrative data by state agencies.

At the meeting, leaders of departments, agencies and sectors expressed their opinions on the implementation of coordination work with the General Statistics Office to implement statistical tasks; at the same time, proposed solutions to improve coordination work in the coming time.

CONTINUING TO PROMOTE THE IMPORTANT ROLE OF THE INDUSTRY

Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized the important role of statistical work. Statistical data are "speaking" numbers, reflecting reality accurately and officially, promptly serving the leadership, direction, administration, and policy making of the Provincial Party Committee, People's Council, Provincial People's Committee and all levels, sectors, and localities.

Since the beginning of the term, the results of the province's socio-economic development tasks have been positive in many areas; the provincial Statistics sector has played an important role in contributing to these results.

The Statistics sector is not a sector that directly produces material wealth, but its contribution is very important. The sector's products serve as a basis for leaders of Party committees and authorities at all levels and sectors to direct and manage socio-economic development in line with practical situations.

On behalf of the provincial leaders, Chairman of the Provincial People's Committee Nguyen Duc Trung acknowledged, highly appreciated and sincerely thanked those who have been working on statistics for the province in the recent past. In addition to the achieved results, the Chairman of the Provincial People's Committee also noted that the collection and synthesis of some statistical indicators have not been timely compared to the information needs of local leaders, especially in the new situation.

"We must improve the statistical work so that the statistics can really "speak", helping the sectors and provinces to have more objective analysis, comments and assessments", the Chairman of the Provincial People's Committee emphasized and said that, besides, some sample survey indicators only represent the provincial level but not the district level, so sharing some socio-economic information to the district and commune levels is still difficult; there are still data discrepancies between the General Statistics Office and some departments and sectors; and between departments and sectors.

Chairman of the Provincial People's Committee Nguyen Duc Trung said that Nghe An is currently facing a great opportunity to realize its long-desired development goals, especially the goal of becoming a fairly developed province in the region by 2025 and the whole country by 2030. In particular, Nghe An has been issued Resolution No. 39 by the Politburo on building and developing Nghe An province by 2030, with a vision to 2045; the Prime Minister has approved the Provincial Planning for the period 2021-2030, with a vision to 2050.

"To achieve the above goal, the role of statistics is very important. The source of statistical information is official, used in analyzing, evaluating, and forecasting socio-economic development indicators and goals, thereby contributing to the overall development of the province in the coming time," the Chairman of the Provincial People's Committee emphasized.

Emphasizing the key tasks for the General Statistics Office in the coming time, the Chairman of the Provincial People's Committee requested the General Statistics Office to continue to closely coordinate with all levels and sectors to better and more effectively perform assigned tasks; focus on improving the quality of statistical information to promptly serve the direction and administration work; ensure the basic principles of state statistical activities: Honesty, objectivity, accuracy, completeness, timeliness; Independence in statistical expertise and operations; Unified in operations, no duplication, no overlap; Publicity, transparency; Comparability.

On the other hand, the General Statistics Office needs to improve the quality of statistical information, the quality of forecast analysis, strengthen analytical and assessment reports, and in-depth comments to provide information on the socio-economic situation and propose solutions so that the Provincial People's Committee has a basis for direction and administration.

The Chairman of the Provincial People's Committee also requested the Department of Statistics to continue researching and advising the Provincial People's Committee to issue statistical forms and assign the collection of information belonging to the statistical indicator system at provincial, district and commune levels in the province for issuance in the fourth quarter of 2023. At the same time, coordinate with the Department of Planning and Investment and related sectors to research and advise on economic, social, environmental, national defense and security indicators to have a unified set of indicators throughout the province, especially at the district level.

In addition, research on ways and methods to calculate some new indicators to more accurately measure the socio-economic development results of the province, such as measuring new products, measuring the digital economy, measuring the contribution of the tourism industry...

The Chairman of the Provincial People's Committee requested the Provincial Statistics Office to continue to effectively implement the tasks and work programs of the sector, including implementing the Statistical Strategy for the period 2021-2030; surveys in the province assigned by the General Statistics Office. The Office needs to proactively advise the Provincial People's Committee on state management of statistics in the province.

The General Statistics Office also needs to continue to implement the provisions of the Law on Statistics and disseminate statistical information and socio-economic situation to businesses and people. Update statistical data and post news on the General Statistics Office's website to enrich and make statistical information and data more vivid.

The head of the Provincial People's Committee also requested the Provincial Statistics Office to continue promoting administrative reform, practicing thrift, and preventing waste; doing a good job in personnel work, innovating working methods; enhancing the application of information technology in statistical activities, especially gradually implementing digital transformation, building a statistical database system, connecting with sectors to form a shared database.

Focus on training, fostering, and arranging staff; build a team of successor staff in statistical work that meets the requirements and is suitable for statistical work. Pay more attention to and take better care of the lives of those working in statistics. Continue to build a spirit of solidarity and unity within the agency and statistical system in the province.

Chairman of the Provincial People's Committee Nguyen Duc Trung requested the Department to continue to closely coordinate with departments, branches and localities in all aspects of work, focusing on improving the effectiveness of coordination in statistical activities between departments, branches and the Department of Statistics in connecting, providing, disseminating and sharing information to establish a synchronous, unified, effective and highly valuable information system.

Strengthen the human resources for statistical work of departments and branches; regularly train, coach and foster professional skills for civil servants doing statistical work; pay attention to implementing allowances and career incentives for civil servants doing statistical work.
