What do large enterprises recommend at the meeting of the Government Standing Committee?

Many specific commitments and proposals were made at the Meeting between the Government Standing Committee and businesses on tasks and solutions for private enterprises to accelerate, make breakthroughs, and contribute to the country's rapid and sustainable development in the new era, which took place on the morning of February 10, 2025.

Thaco Chairman Tran Ba Duong: "Whatever we do, we will try to contribute to growth"

As the first speaker, Thaco Chairman Tran Ba Duong mentioned the growth target of 8% and higher this year.

“Whatever Thaco is doing, we are trying to contribute to this growth,” Chairman Tran Ba Duong said right at the beginning. He not only committed to specific plans in the industries in which Thaco is operating, but also mentioned them in detail.

In the automotive industry, the focus will be on hybrid vehicles - vehicles with both electric and gasoline engines to suit infrastructure conditions and conversion requirements.

In the field of mechanical engineering and supporting industry, the construction of the Mechanical Engineering Supporting Industrial Park in Binh Duong with a scale of more than 700 hectares will start in September 2025. “Currently, in the Southern region, FDI enterprises are in great need of domestic enterprises to supply components and machinery equipment to reduce costs and logistics costs,” Mr. Duong emphasized.

In particular, he said he will focus on participating in urban railway construction, especially train cars and steel components.

“With our team of engineers, as well as experience in product research and development as well as international cooperation, we will carry out reasonable technology transfer, organize on-site production to reduce costs and demonstrate that this product has the participation of Vietnamese enterprises, responsible for quality and price. We also promise to cooperate, promote cooperation through large projects, help small and medium enterprises participate in the production chain, as well as link up to order steel manufactured according to product standards,” Mr. Duong pledged.

Regarding agriculture, Mr. Duong is responsible for forming this production model in Gia Lai and Dak Lak, hoping to help the country become an effective agricultural production country, with a brand name and able to compete with countries with developed agriculture.

In the field of logistics, Thaco will complete the investment and operation of a 50,000-ton specialized container port by 2026, to take ships from Chu Lai directly to Shanghai, from there to Europe, the US, North China, Korea, Japan, etc.

"Certainly, logistics costs in the central region will be equal to those in the two ends of the country, and businesses will be able to develop in the central region," Mr. Duong emphasized.

Mr. Nguyen Viet Quang, General Director of Vingroup Corporation: " Proposing a more open mechanism to invite domestic and foreign investors to participate in the electricity business"

Speaking at the Conference, Mr. Quang clearly stated that private enterprises are the driving force of the economy.

Mr. Nguyen Viet Quang, General Director of Vingroup Corporation

“Over the years, Vingroup has made continuous efforts to invest heavily in strategic areas such as energy infrastructure, green economy, digital economy, and supporting industries to contribute to realizing the vision of sustainable development,” said Mr. Quang, mentioning Vinfast as a typical project that creates a green production and consumption ecosystem, bringing long-term benefits to the community.

“We identify increasing the localization rate for Vinfast electric vehicles as the key to sustainable development while strongly promoting domestic supporting industries,” Mr. Quang emphasized.

In addition to supporting industries and green energy, Vingroup also promotes the application of digital technology and digital transformation in operational management. Recently, Vingroup has entered the field that will be the trend of the future: robotics and multi-purpose robots by establishing two new companies to develop optimal solutions for businesses and create practical, sustainable and humane benefits for people.

“We have been and will continue to invest heavily in scientific research, cooperate with universities and research institutes to train high-quality human resources, meet the increasing demand for technology and innovation, and contribute to raising Vietnam's position on the global technology map,” said Mr. Quang.

However, he also mentioned the need for energy development, with a proposal for a more open policy mechanism to invite domestic and foreign investors to participate in the electricity business, contributing to ensuring sufficient output and reducing electricity costs.

At the same time, promote investment in national technical infrastructure, perfect the legal framework and promote the application of investment forms under the public-private partnership method such as construction and operation under BOT, BOO and BT.

Hoa Phat Chairman Tran Dinh Long: "Commitment to develop at least 15% in the period 2025 to 2030"

“For Vietnam to grow at over 8%, the private sector will contribute 60%. I think that every business is a cell of the economy, and will contribute. Hoa Phat is the same, in its part, the period from 2025 to 2030 will develop at least 15%,” Mr. Long pledged.

He is particularly interested in investment plans for urban railway projects in Hanoi, Ho Chi Minh City, and the Lao Cai - Hanoi - Hai Phong railway project.

“This is a great opportunity for businesses,” he affirmed.

However, he also suggested that the Government issue specific documents so that businesses can feel secure in investing.

“We will invest in a rail manufacturing factory, investing 10 trillion VND. This is a very special product, if it is not used for the project, we do not know who to sell it to. Therefore, we really hope to have a document like a Resolution so that steel enterprises can confidently invest in factories, construction enterprises can confidently invest in large machinery… We will coordinate to implement, ensuring that the machinery and products meet the requirements.

In particular, with 3 railway projects requiring 10 million tons of steel, Hoa Phat commits to providing sufficient quantity, ensuring quality, progress and price lower than import price.

Chairman of CMC Corporation Nguyen Trung Chinh: "Must handle quickly to put resources into development"

As an information technology enterprise, participating in contributing to the development of Resolution 57 of the Politburo on breakthroughs in science, technology development, innovation and national digital transformation, Chairman Nguyen Trung Chinh has high expectations for the development of science and technology.

Chairman of the Board of Directors of CMC Technology Group Nguyen Trung Chinh

“We have received two national missions, one is to build a cloud computing infrastructure to become the leader in the region, with an investment scale nearly twice the total capacity that Vietnam has by 2030. The second is to develop software, build an AI warehouse of Vietnamese people, the intelligence of Vietnamese people and use it for the development of the country. But these two missions cannot be completed without the support of the State,” Mr. Chinh raised the issue.

For example, he mentioned the project to build a CMC R&D center that has not been completed for 3 years, even though the land is available. I think it only takes 1 year. We need to handle it quickly to put resources into development," Mr. Chinh frankly proposed when raising the issue of assigning KPIs to localities, ministries, and branches in working with businesses.

Along with that, he proposed a preferential loan policy for 10 years for the next 5-year investment, with about 700 million USD to 1 billion USD to build technical infrastructure. "Our concern is the capital source," Mr. Chinh shared.

Finally, he mentioned that the conditions for investing in training facilities in localities are not suitable.

“If we want to open training branches in localities, there is a regulation that requires 2 hectares of land. In theory, the locality must arrange 2 hectares of land, but in reality, in Hanoi, Da Nang or Ho Chi Minh City, it is not easy to have 2 hectares of land,” Mr. Chinh affirmed.
