How to register a vehicle without a household registration book?

Clause 1, Clause 2 and Clause 3, Article 9 of Circular 58/2020/TT-BCA stipulate:

" Article 9. Vehicle owner's documents

1. Vehicle owner is Vietnamese: Present ID card or Citizen Identification card or Household registration book. For armed forces: Present People's Police ID card or People's Army ID card or confirmation paper from the head of the agency, working unit from regimental level, Department, District Police or equivalent or higher (in case there is no ID card of armed forces).

2. Vehicle owner is a Vietnamese citizen residing abroad and returning to live and work in Vietnam: Present Temporary Residence Book or Household Registration Book or Passport (still valid) or other documents that can replace Passport.

3. Vehicle owner is a foreigner:

a) Foreigners working in diplomatic missions, consular offices, and representative offices of international organizations: Letter of introduction from the State Protocol Department or the Department of Foreign Affairs and presentation of a valid diplomatic identity card or official identity card;

b) Foreigners working or studying in Vietnam: Present a visa valid for one year or more or other documents valid in lieu of a visa.

It can be seen that even if the household registration book has not been abolished, this type of document is not required when registering a vehicle. Instead, the vehicle owner can use a valid ID card to carry out the vehicle registration procedure.

To be able to do the motorbike paperwork, the owner needs to prepare the following documents:

+ Vehicle registration declaration form according to form No. 01 issued with Circular 58/2020/TT-BCA.

+ Registration fee documents: including Receipt or Payment slip to the state budget or payment authorization paper through the bank to pay registration fee or other registration fee payment documents as prescribed by law or registration fee payment data information printed from the vehicle registration management system.

+ Vehicle owner's documents: Citizen ID card for Vietnamese citizens or visa valid for one year or more for foreigners.

+ Documents proving the origin of the vehicle.
