At the first briefing conference related to the new organizational structure according to Decree 40 on March 3, Minister of Industry and Trade Nguyen Hong Dien said that, implementing Resolution 18 and the Central Government's policies and guidelines on streamlining the organizational structure, the Government issued Decree No. 40 on February 26, replacing Decree No. 96 on November 29, 2022 on the functions, tasks and powers of the organizational structure of the Ministry of Industry and Trade.

Accordingly, the Ministry of Industry and Trade has 22 units, a reduction of 6 focal points. To implement Decree 40, on the afternoon of February 28, the Standing Committee of the Ministry's Party Committee met and issued a resolution; the Minister also signed and issued decisions related to the new organizational structure.

Minister Nguyen Hong Dien acknowledged that this arrangement is very urgent, so the personnel at the head level of the units after the merger need time to prepare both the organization and each individual in each specific case.

According to the head of the Industry and Trade sector, today's meeting is the first conference of agencies under the new organization and apparatus after Decree 40 takes effect.

Everything happens very quickly, so in the spirit of "running and lining up at the same time" but still having to comply with the principles and regulations of the competent authority, he emphasized.

During the reorganization process, the Ministry's leaders and the Party Committee's Standing Committee clearly stated that not only those in the merged and dissolved units but also all cadres, civil servants, public employees and workers in the entire industry need to study, thoroughly understand and seriously and voluntarily implement the policies, mechanisms and strategies of superiors and strictly comply with the decisions of competent authorities.

In particular, it is necessary to promote the sense of self-construction, sharing, and tolerance for the common cause, proactively propose about oneself and colleagues, and respect and support all decisions of the Standing Committee and the Ministry's leaders in the process of personnel arrangement.

The Minister directs and merges the organizational apparatus, but at the same time must continue to streamline the units under the ministry and continue to arrange for the apparatus to operate truly effectively, efficiently and effectively.

After listening to the opinions of the leaders of the departments and offices, Minister Nguyen Hong Dien requested that the affiliated units focus on implementing a number of necessary tasks.

Firstly, all units under the Ministry, especially unit leaders, need to continue to thoroughly grasp and seriously implement Resolution 18, directives and instructions on the functions, powers, and organizational structure of units under the Ministry; decisions on assigning work to cadres, civil servants, public employees, and workers in units, especially decisions on transfer and appointment to leadership and management positions.

Second , the merged units need to promptly hand over facilities, documents, and assets; hand over work and continue to perfect the regulations, rules, organizational structure, and internal personnel of the units.

Avoid loss, waste, and negativity in the process of handing over finances and assets; promptly stabilize the organization and personnel to ensure that work is carried out seriously; do not delay work to affect the quality and efficiency of service to people and businesses.

Third , units focus on reviewing and adjusting their work programs and plans; from the work programs of the unit before and after the merger, they must be reviewed and adjusted to suit the requirements of the task. At the same time, assign tasks to organizations and individuals clearly according to the requirements, with clear people, clear work, clear progress, and clear results.

Fourth, along with perfecting the organizational structure, all units must review to perfect the Party organization in sync with the organizational structure according to Decree 40.

Fifth, focus on doing a good job of ideological work for cadres, civil servants, public employees, and workers. First of all, the ideological work of leaders, managers, and those directly involved in the arrangement work so that relevant individuals can clearly perceive, correctly evaluate, and demonstrate appropriate attitudes.
