The emulation content focuses on promoting propaganda work on the Party's guidelines and policies, the State's policies and laws, programs and projects on building a learning society; raising awareness among cadres and soldiers about the role, significance and necessity of encouraging learning, encouraging talents, lifelong learning, and building a learning society.

The emulation movement will be deployed and organized from 2023 to 2030, divided into 2 phases: Phase 1 from 2023 to 2025; Phase 2 from 2026 to 2030.
