To ensure the use of the Party flag and National flag in the province is in accordance with regulations, the Propaganda Department of the Hoa Binh Provincial Party Committee has just issued Official Dispatch No. 1835-CV/BTG on the use of the Party flag, the National flag and the use of images of the Party flag and the National flag.

Accordingly, the Provincial Party Committee's Propaganda Department requests the District Party Committees, City Party Committees, and affiliated Party Committees; Party Executive Committees, Party Delegations, Vietnam Fatherland Front Committees of the province, provincial socio-political organizations, departments, and branches of the province to lead and direct the propaganda, guidance, and dissemination to cadres, party members, and people: Strictly implement Regulation No. 99-QD/TW, dated February 27, 2023 of the Secretariat and Instruction No. 105-HD/BTGTW, dated May 29, 2023 of the Central Propaganda Department on the use of the Party flag.

Heads of Party committees, agencies, units and localities are responsible for directing the inspection and review of the use of Party flags and national flags in their localities, agencies and units to ensure compliance with regulations.

Organizations and individuals are not encouraged to arbitrarily paint the Party flag or the National flag on the roof, walls, rolling doors, etc. of their houses or in public places. The use of the Party flag, the National flag or images of the Party flag or the National flag must be placed in beautiful, solemn locations and ensure the proportions, sizes, and colors are in accordance with regulations.

It is strictly forbidden to draw or post the Party flag or the National flag in polluted places that do not ensure solemnity, to place the flag image in the same context with other self-drawn pictures on fences, folding doors, to print on dirty walls, within reach, near objects with inappropriate content... or other tricks that distort the Party flag or the National flag, causing offense.

Propose that the Department of Culture, Sports and Tourism coordinate with the Department of Information and Communications to direct, inspect and supervise the use of Party flags and national flags in visual propaganda, festival activities, newspapers, electronic information pages, information and communication publications, social networks... using Party flags, national flags, and the "Hammer and Sickle" symbol in accordance with regulations.

Coordinate with relevant agencies to strengthen guidance and inspection of Party flag and national flag samples at printing and advertising establishments, tailor shops, bookstores, etc., promptly remind, recall, and strictly handle organizations and individuals who violate the regulations.

The Propaganda and Training Committees of District Party Committees, City Party Committees, and affiliated Party Committees advise and assist Party Committees at the same level in strengthening propaganda, inspection, and supervision of the use of Party flags and national flags as well as the use of images of Party flags and national flags in their localities, agencies, and units.
