Assessing the implementation of tasks in 2023, the Standing Committee of the Provincial Party Committee assessed that our province implemented the tasks of the past year in a context of intertwined advantages, difficulties and challenges. However, the Provincial Party Committee and the Provincial People's Committee closely followed the direction of the Central Government, took advantage of opportunities and advantages, proactively, creatively, innovated, focused on leadership, closely and resolutely directed tasks and solutions; with the solidarity, responsibility and efforts of the entire political system and all classes of people, the business community, 18/22 targets were achieved. Notably, the socio-economic situation changed positively and increased quite well; the fields of construction, trade, tourism, energy, industry continued to recover and grow quite well, some processed and manufactured industrial products recovered. The agricultural and rural economy remained stable, grew quite well, continued to promote the application of high-tech agriculture in production. Investment promotion and attraction were promoted; State management of land, minerals and environmental protection was strengthened; land prices, land price adjustments, and land use rights auctions were focused on; digital transformation achieved positive results; administrative reform was effective. The cultural and social fields continued to receive attention; social security policies were fully and promptly implemented; care for policy beneficiaries and poor households was better implemented. Party building and the political system were given attention; Party membership targets were completed and met the set requirements. National defense and security were ensured; social order and safety were maintained.

Based on the results of the implementation of tasks in 2023 and forecasting advantages and difficulties, the Standing Committee of the Provincial Party Committee agreed and proposed to determine the directions and goals for 2024, which are: Focusing on prioritizing promoting rapid and sustainable economic growth; promoting and creating more positive changes in implementing strategic breakthroughs and restructuring the economy. Focusing on removing bottlenecks in mechanisms and policies; unblocking resources. Speeding up the implementation of key and inter-regional infrastructure projects. Promoting administrative reform, improving the business environment. Comprehensively and synchronously developing the fields of culture, education, improving the quality of human resources, health, and society on par with economic development; focusing on ensuring social security, sustainable poverty reduction, improving the material and spiritual life of the people. Strictly manage and effectively use land and resources, protect the environment, proactively prevent and combat natural disasters, and respond to climate change. Continue to perfect the streamlined apparatus, operate effectively and efficiently, and improve the quality of cadres, civil servants, and public employees. Resolutely prevent and combat corruption, negativity, and waste; consolidate and strengthen national defense and security, maintain political security, order, and social safety; improve the effectiveness of foreign affairs and international integration; build a clean and strong Party organization and political system.

Also at the conference, the Provincial Party Standing Committee agreed on the 2024 work program; agreed to establish sub-committees for the 15th Provincial Party Congress and gave opinions on the contents according to the Submission of the Provincial People's Council Party Delegation at the end of 2023 session according to its authority.

Concluding the conference, the Provincial Party Secretary emphasized that the comments and assessments of the context and achievements of the province in implementing the targets of the 2023 resolution are accurate, comprehensive and objective. This is the basis for the Provincial Party Executive Committee to discuss, propose leadership measures, and direct the implementation of solutions to remove difficulties and bottlenecks, clear investment resources for development, promote growth, and strive to complete and exceed the targets set in the 2024 resolution. Identifying 2024 as an "acceleration" year, of important significance for the implementation of the goals and tasks of the Resolution of the 14th Provincial Party Congress and the 5-year Socio-Economic Development Plan 2021-2025, he requested that Party committees and authorities at all levels closely follow the work program of the Standing Committee and the Standing Committee of the Provincial Party Committee to review and register tasks in the 2024 work program of their sectors, agencies and units; proactively grasp and forecast the situation, propose tasks within their authority and advise the Provincial Party Committee and the Party Committee of the Provincial People's Committee to lead, direct and operate the implementation of the Provincial Party Committee's resolution in 2024 in a unified, synchronous, drastic and effective manner, creating a premise and solid foundation for the province to continue to innovate and develop further in the period of 2025-2030 and the following years.
