At the conference, the Provincial Party Committee submitted to the Provincial Party Committee Standing Committee for consideration and comments on the Proposal for the list of works and projects requiring land recovery and conversion of land use purposes for rice cultivation, protective forest land, and production forest land in the province in the third phase, 2025.

Permanent Vice Chairman of the Provincial People's Committee Nguyen Van Thi presented a report at the conference.

According to Report No. 46-TTr/DU, dated April 1, 2025 of the Provincial Party Committee, there will be 96 projects and works that must reclaim 643.4059 hectares in the third phase, 2025. Of which, there are 72 new projects and works that must be reclaimed with an area of ​​485.7416 hectares and 24 projects and works that have been overdue for 2 years but have not yet been decided by competent authorities to reclaim land with an area of ​​157.6643 hectares.

Regarding the list of works and projects to change the purpose of using rice-growing land, protective forest land, and production forest land, the proposal requests approval of the list of 47 works and projects to change the purpose of using 186.0904 hectares of rice-growing land; 1.1899 hectares of protective forest land and 10.339 hectares of production forest land. Approval of the list of changing the purpose of using 9.4942 hectares of rice-growing land to implement 4 works and projects that have been over 3 years old but have not yet had a decision to recover land, allocate land, lease land, or allow the change of land use purpose according to the provisions of Clause 7, Article 76, Land Law 2024 and Clause 1, Article 112, Decree No. 102/ND-CP, dated July 30, 2024 of the Government.

Along with the Report on the list of works and projects requiring land recovery and conversion of land use purposes for rice cultivation, protective forest land, and production forest land in the province in the third phase of 2025, at the conference, the Provincial Party Committee submitted to the Provincial Party Committee Standing Committee for consideration and comments on a number of reports on adjusting and supplementing the public investment plan, including: Report on requesting comments on adjusting and supplementing the medium-term public investment plan with central budget support capital and local budget capital from increased revenue and savings in provincial budget expenditures for the period 2021-2025, Thanh Hoa province, decided by the Provincial People's Council in Resolution No. 425/NQ-HDND, dated September 29, 2023 (phase 2).

The proposal for comments on adjusting and supplementing the 2025 public investment plan using central budget capital (reserve mobilization capital); capital for increasing revenue and saving provincial budget expenditure in 2024 transferred to implementation in 2025 was decided by the Provincial People's Council in Resolution No. 613/NQ-HDND, dated December 14, 2024 (phase 1).

Submission for comments on adjusting the medium-term public investment plan for investment capital in the local budget balance for the period 2021-2025 (phase 8) and Submission on adjusting the public investment plan for the State budget in 2025 managed by the province (phase 1).
