On the morning of May 25 (local time), Deputy Prime Minister Tran Luu Quang attended and delivered an important speech at the 28th Future of Asia Conference.

Speaking at the Conference, Deputy Prime Minister Tran Luu Quang highly appreciated the theme "Enhancing Asia's strength in addressing global challenges", which is not only very appropriate but also a call for action, a great responsibility placed on the shoulders of Asian countries for peace, stability and prosperity in the region and the world.

The Deputy Prime Minister emphasized that the world and Asia are witnessing profound transformation with many turning points and intertwined opportunities and challenges.

In that context, Asia needs to be responsible and play an important role in the process of effectively exploiting opportunities and resolving the great difficulties and challenges of the times.

The Deputy Prime Minister affirmed that Asia possesses full potential and strengths to enhance its contributions to solving human challenges and become a model for peace, cooperation and development.

Accordingly, Deputy Prime Minister Tran Luu Quang made five important proposals:

First , Asian countries need to share and realize the vision of building a rules-based international system, with the United Nations Charter at its center; persistently promote multilateral cooperation, participate in reforming and improving the effectiveness of global governance institutions such as the WTO, IMF, WB, etc.; and enhance exchanges and coordination of positions on global governance issues.

Second, Asia needs to promote more strongly and decisively joint efforts and actions in addressing global challenges, striving to achieve the Sustainable Development Goals (SDGs), as well as addressing new, non-traditional global challenges such as energy security, cyber security, human security, health security, etc.; support a global approach in addressing development challenges, encourage deeper participation of businesses in development programs and projects, facilitate institutions, and promote the public-private partnership model.

Third, countries need to cooperate more closely and effectively to develop rapidly, inclusively and sustainably; and promote new growth drivers such as digital transformation, green transformation, and innovation.

More developed countries in the region need to support developing countries in improving their capacity in terms of institutions, infrastructure, human resources, sharing technology, governance models, cooperating in developing self-reliant and sustainable supply chains, etc.; developing the economy on a people-centered basis, taking good cultural values ​​as the foundation, considering solving difficulties and challenges as the driving force for stronger cooperation.

Fourth , further promote people-to-people exchanges, connect the young generation, promote cooperation in the fields of culture, education, tourism..., towards connecting and sharing common values.

Fifth , ensuring the creation and consolidation of a peaceful and stable environment is a prerequisite for development in Asia and the world. It is necessary to identify solidarity, cooperation, responsibility, building strategic trust, respecting the United Nations Charter and international law, and resolving disputes by peaceful means as the common denominator that unites countries to overcome difficulties, challenges, and crises.

Regarding the East Sea issue, relevant parties need to seriously implement the Declaration on the Conduct of Parties in the East Sea (DOC) and move towards achieving a substantive, effective Code of Conduct in the East Sea (COC) in accordance with international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982); at the same time, exercise restraint and avoid actions that complicate the situation and violate the sovereignty, sovereign rights and jurisdiction of relevant countries established by UNCLOS 1982.

Appreciating Japan's important role in efforts to enhance Asia's strength, the Deputy Prime Minister emphasized that Japan is a pioneer in promoting initiatives and is a key link in the economic linkage structure, regional and global value chains, a pioneer in promoting digital transformation, green transformation, restoring and ensuring supply chain security, enhancing trade and investment cooperation and responding to development challenges.

The Deputy Prime Minister affirmed that Vietnam attaches importance to promoting relations with partners, including the Vietnam-Japan Extensive Strategic Partnership.

The Deputy Prime Minister believes that Vietnam and Japan will become a model of partnership for development based on the effective implementation of frameworks and cooperation projects in investment-trade, science and technology, labor, human resource training, climate change response, green growth, new-generation ODA, strategic infrastructure, food security and energy transition.

The Deputy Prime Minister asked Japanese businesses to continue contributing to deepening bilateral economic, trade and investment relations to become more effective and sustainable.

Also at the Conference, Deputy Prime Minister Tran Luu Quang shared Vietnam's development goals, orientations, viewpoints and priorities; emphasizing that Vietnam persistently implements its foreign policy of independence, self-reliance, multilateralization, diversification, being a good friend, a reliable partner and an active, responsible member of the international community. Vietnam pledges to contribute its utmost to peace, cooperation, stability and prosperous development in Asia and the world.

The 28th Future of Asia Conference will take place on May 25-26, 2023 in Tokyo with the theme "Tapping Asia's Power to Address Global Challenges".

The Conference was attended by Heads of State and Leaders of many Asian countries, including the Prime Minister of Japan, President of Laos, President of Sri Lanka, Deputy Prime Minister of Singapore, Thailand and former Prime Minister of Malaysia... along with nearly 600 delegates representing Governments of countries, research institutes, scholars and businesses in and outside the region.

This year's conference focused on discussing the world and regional situation; the vision, role and direction of Asia's cooperation in solving global issues, economic recovery and development, green transformation, climate change, narrowing the development gap, the decline of democratic values ​​and social inequality.
