Delegation of Vientiane Capital learns about the operating model of Hanoi People's Council

A delegation of officials from the capital Vientiane is participating in a training course for government officials in 2024 organized by the Hanoi Party Committee.

Also attending were representatives of the Party Committee's Organization Committee; Standing Committee of the People's Council; leaders and specialists of the City People's Council Committees; leaders of the Office of the National Assembly Delegation and the City People's Council; representatives of the Le Hong Phong Cadre Training School.

The delegation of Vientiane Capital was led by Member of the Standing Committee of the City Party Committee, Head of the Organizing Committee of Vientiane Capital Khamma Sengmyxay, with 31 officials attending.

At the reception, Vice Chairman of the City People's Council Pham Qui Tien expressed his joy when welcoming the delegation of officials from the capital Vientiane to visit the operating model of the Hanoi People's Council, and affirmed that: The Party Committee, Government and People of the Capital Hanoi always respect, are proud of and make constant efforts to consolidate and develop the special, loyal and pure relationship with the Lao People's Revolutionary Party and the Lao people; as well as with the Party Committee, Government and people of localities in Laos, especially the capital Vientiane.

According to the Vice Chairman of the Hanoi People's Council, over the past years, Hanoi has always paid attention to promoting cooperation activities in all fields with Vientiane, for the strong development of both capitals. These activities have contributed to the cause of preserving and developing the special traditional friendship between the two Parties, States and peoples.

Hanoi and Vientiane have further expanded other areas of cooperation, effectively and in accordance with the conditions of both sides, for the common interests of the people of the two capitals. In particular, in the activities of the People's Councils between the two capitals, very effective working delegations have been organized, such as: in May 2022, the Hanoi delegation of the Chairman of the Hanoi People's Council accompanied the Chairman of the National Assembly on an official visit to the Lao PDR. During the visit, the delegation worked with the Chairman of the Vientiane People's Council, thereby determining the basic directions for implementing cooperation activities between the Hanoi People's Council and the Vientiane People's Council according to the content of the Memorandum of Understanding signed between the two cities for the period 2022 - 2025;

In April 2023, the Standing Vice Chairman of the City People's Council led a delegation to visit and work with the People's Council of Vientiane Capital. Organized and implemented a professional seminar to share about the work of drafting legal documents, supervision and decision-making on important issues as well as experience in organizing the activities of the People's Council at the city level.

In December 2023, the delegation of the People's Council of Vientiane Capital led by Vice Chairman of the People's Council Lamphoy Siakkhachanh visited and worked with the People's Council of Hanoi City. During the visit, for the first time, the People's Councils of the two capitals signed an official cooperation document...

During this visit, the delegation of the capital Vientiane learned about the operating model and headquarters of the National Assembly Delegation and the Hanoi People's Council. Accordingly, in the 2021-2026 term, the Hanoi People's Councils at all levels will implement Resolution No. 97/2019/QH14 of the National Assembly on piloting the urban government model in Hanoi; Decree No. 32/2021/ND-CP dated March 29, 2021 of the Government detailing and implementing measures for Resolution No. 97/2019/QH14 dated November 27, 2019 of the National Assembly on piloting the urban government model in Hanoi.

Implementing Resolution No. 97/2019/QH14 of the National Assembly, Hanoi does not organize People's Councils of wards in districts and Son Tay town. After a period of time, it has been shown that the People's Councils at all levels of Hanoi have many new points in organization and operation. Promoting the role as a State power agency in the locality, since the beginning of the term, the People's Councils at all levels of the city have always closely followed the regulations of the Party and the law, the direction of the Standing Committee of the City Party Committee, the Standing Committee of the City Party Committee; promoted the tradition of solidarity and unity; continued to inherit and promote the achievements; The Standing Committee of the People's Council, the Committees of the People's Council, the People's Council Delegation Groups have focused on implementing tasks and achieved many results, making important contributions to socio-economic development, ensuring local security and defense.

At the same time, it has performed its functions and tasks well, effectively implemented the construction and completion of the legal system and the inspection and supervision of law enforcement, contributing to building a developed, civilized and modern city.

Along with that, the activities of People's Councils at all levels, especially the City People's Council, have had many innovations in content and methods of operation, improving the effectiveness and efficiency of operations, which have been recognized by voters and people of the Capital, and highly appreciated by leaders of the National Assembly, agencies of the National Assembly and People's Councils of provinces and cities, as "a fresh breeze, a bright spot in the activities of elected agencies nationwide".

On behalf of the delegation of the capital Vientiane, Member of the Standing Committee of the City Party Committee, Head of the Organizing Committee of Vientiane Khamma Sengmyxay thanked the Hanoi People's Council for their warm welcome and affirmed that the close relationship between the capital Vientiane and Hanoi will continue to be nurtured in the coming time. At the same time, the results of the activities of the Hanoi People's Council are experiences for the Vientiane People's Council to refer to and apply in practice.

Head of the Organizing Committee Khamma Sengmyxay expressed his hope that in the coming time, he will continue to receive support and share operational experiences from the Hanoi People's Council to further promote the operational efficiency of the elected body of the capital Vientiane.
