Implementing Resolution No. 04-NQ/TU, dated October 11, 2021 of the Standing Committee of the Hoa Binh Provincial Party Committee on preserving and promoting the cultural heritage values of ethnic groups in Hoa Binh province for the period of 2021 - 2025, with a vision to 2030, over the past time, Party committees, authorities, the Fatherland Front and socio-political organizations have thoroughly grasped and implemented the Resolution in accordance with the actual situation of each locality, agency and unit. After 3 years of implementing Resolution No. 04, up to now, 5/10 targets have been achieved; 1 target has exceeded the target; 4 targets have not been achieved according to the Resolution's targets by 2025.

Implementing Resolution No. 04, the Party Committee of the People's Committee of Hoa Binh province has directed the People's Committee of the province to issue a Plan to coordinate with provinces and cities with Muong people such as Phu Tho, Thanh Hoa, Son La, Ninh Binh, Dak Lak and Hanoi city to develop a national scientific dossier on Mo Muong cultural heritage to submit to UNESCO for inclusion in the list of Intangible Cultural Heritage of Humanity in need of urgent protection. At the same time, establish a Steering Committee to develop a national dossier on Mo Muong cultural heritage to submit to UNESCO to direct the implementation. On that basis, direct specialized agencies to conduct a general inventory of Mo Muong cultural heritage in Hoa Binh province and related provinces and cities. Coordinate with provinces and units to organize seminars on the topic of Mo Muong, discuss and analyze to further clarify the role and value of the cultural heritage "Mo Muong and similar forms of belief in the world"; At the same time, it recommends orientations and solutions in the work of preserving and promoting the value of Mo heritage in the life of the Muong people and in the context of global integration in the era of the 4th industrial revolution that is taking place strongly today. On March 31, 2024, the Mo Muong National Intangible Cultural Heritage Dossier was directed by the Prime Minister to submit to UNESCO for consideration of recognition as an intangible cultural heritage in need of urgent protection of humanity.
In order to preserve and promote the typical intangible cultural values of Hoa Binh ethnic groups, the Party Committee of the People's Committee of Hoa Binh province has led the People's Committee of the province to direct departments, branches and localities to pay attention to the implementation and have achieved certain results. Based on the results of the inventory of intangible cultural heritage of ethnic groups, the People's Committee of the province has directed the Department of Culture, Sports and Tourism to collect, research and organize the compilation of heritage records "Folk knowledge of Lich Doi (Bamboo Calendar) of the Muong ethnic group", "Khai Ha Festival of the Muong ethnic group of Hoa Binh province" and "Keng Loong customs and beliefs of the Thai people, Mai Chau district" to submit to the Ministry of Culture, Sports and Tourism for recognition and inclusion in the List of national intangible cultural heritages, bringing the total number of national intangible heritages of Hoa Binh province to 5 heritages. Currently, the province has also completed 02 sets of intangible cultural heritage dossiers: "Hat Thuong Dang, Bo Meng of Muong ethnic group" and "Weaving technique of Muong ethnic skirt waistband pattern in Hoa Binh province" to submit to the Ministry of Culture, Sports and Tourism for consideration to include in the list of national intangible cultural heritage in the coming time. In the two years 2022 - 2023, the People's Committee of Hoa Binh province directed the inventory of 7 types of intangible cultural heritage in Tan Lac and Yen Thuy districts; Organized training, collection and documentation of traditional cultural heritage of Muong ethnic folk tales in Lac Son district.
Faced with the risk of loss of ethnic cultural heritages in terms of language and writing, the People's Committee of Hoa Binh province has directed sectors and localities to continue to preserve the writings of the Thai, Tay, Dao and Mong ethnic groups. In particular, the Muong ethnic script of Hoa Binh province was approved by the Provincial People's Committee in 2016. In the period of 2021 - 2024, from the province to the grassroots level, nearly 20 training courses have been organized to teach typical intangible cultural heritages of the province. Opening classes to teach Thai, Tay, Dao and Muong ethnic scripts for artisans, cultural and social officials at the grassroots level;... compiling, publishing and distributing publications introducing the intangible cultural heritage of ethnic groups in Hoa Binh province. The investment in building traditional ethnic cultural village and hamlet models in localities in the province aims at cultural tourism products with unique characteristics, becoming attractive destinations for domestic and foreign tourists. Some typical traditional ethnic cultural village and hamlet models associated with tourism development have been effective, such as: Ban Lac, Ban Van, Ban Poom Coong, Ban Buoc, Ban Hich in Mai Chau district; Xom Da Bia, Xom Ke, Xom Sung in Da Bac district; Xom Ngoi, Xom Chien in Tan Lac district;...
People's Artisans and Meritorious Artisans in the types of intangible cultural heritage of Hoa Binh province are interested and encouraged. Through 3 times of consideration and awarding in 2015, 2018, 2022, the whole province currently has 45 artisans who have been awarded the title by the State, including: 01 People's Artisan and 44 Meritorious Artisans, of which ethnic minority artisans account for 94%, contributing to honoring, motivating and encouraging those who are holding and practicing typical intangible cultural heritages of ethnic groups to actively participate in the work of preserving and promoting intangible cultural heritage of ethnic minorities in Hoa Binh. In addition, up to now, the province has had 1,482 art troupes in villages, hamlets and residential groups established and maintaining regular activities; More and more folk singing, dancing and music clubs in the province have been established and are operating stably, contributing to preserving and promoting the cultural heritage values of Hoa Binh ethnic groups. Traditional folk festivals are being restored and organized on an increasingly larger scale to contribute to preserving, maintaining and promoting the traditional heritage values of ethnic minorities, promoting the local image and attracting tourists.
In general, after 3 years of implementing Resolution 04-NQ/TU, the awareness of Party committees, authorities and the political system about the position and role of preserving and promoting the cultural heritage values of ethnic groups in the province has been increasingly raised. The implementation of preserving and promoting the cultural heritage values of ethnic groups in the province has mobilized the participation of the entire political system and all classes of people. Many models of clubs for preserving cultural heritage of ethnic groups have been established and replicated in localities and establishments. Cultural elements and protection of cultural heritage have received increasing attention and investment, and people's awareness of complying with regulations on cultural lifestyle in residential areas has been increasingly raised. Cultural and sports facilities at the grassroots and residential areas are invested and put into use, meeting the needs of cultural activities, contributing to preserving the value of cultural heritage in the community,... The establishment of records for considering and awarding the title of artisan to those who hold and practice the heritage is regularly and seriously implemented, thereby creating motivation to promote and encourage people to compete in building a cultural lifestyle, preserving and promoting the value of cultural heritage in their homeland, contributing to the successful implementation of economic, cultural and social development tasks, ensuring national defense and security in localities and units. The relics are interested in restoration, embellishment and exploitation for tourism activities; some historical revolutionary relics after being restored serve the foreign affairs of the province and become red addresses contributing to the propaganda and education of revolutionary traditions and national pride in the people, especially for the young generation./.
