Previously, in the draft, the Ministry of Construction separated the content of multi-storey and multi-apartment houses into a separate chapter, in order to strictly manage individual, multi-storey and multi-apartment houses for sale, rent and accommodation for many people.
The Deputy Prime Minister requested the Ministry of Construction to assess the impact of the regulation in practice; the responsibilities of local authorities and ministries and branches when approving policies and deciding on investment in housing projects...
At the same time, the housing development program and plan must accurately assess the national housing situation and specific supply and demand for each segment, in order to regulate the market and ensure housing for people.
In addition to mobilizing capital for housing projects according to the law on credit, investment, and real estate business, Deputy Prime Minister Tran Hong Ha proposed designing provisions on State capital for social housing development, forming a social housing development fund from State capital and other legal sources.

The Deputy Prime Minister pointed out that the biggest problem in the regulation on converting housing functions is the mechanism, policies, and procedures for converting commercial housing projects into social housing and resettlement housing. Ministries and sectors need to review legal documents to resolve this issue right in this Decree.
The Government leader assigned the Ministry of Construction to continue researching and simplifying the process of classifying apartments to encourage businesses to register to participate according to green apartment criteria (energy saving, green space, environmentally friendly materials, water and air quality...), smart, convenient, safe, not just focusing on functionality.
In addition, the Deputy Prime Minister also requested appropriate forms of honor and support for ranked apartment buildings; clearly defining the responsibilities of apartment building management boards, the use of common assets, and methods of collecting and managing maintenance funds.
