Deputy Minister of Construction Nguyen Tuong Van requested contractors not to be subjective at the "final" time, focusing on human resources to complete some sections of the North-South expressway through Ha Tinh and Quang Binh by April 30 as required by the Prime Minister.


Add more manpower, divide the construction into many teams

Today (March 29), Deputy Minister of Construction Nguyen Tuong Van inspected the progress of the North-South Eastern Expressway project for the 2021-2025 period (phase 2) through Quang Binh and Ha Tinh provinces.

Records at the scene show that along the main highway through Quang Binh province, contractors have basically paved the final layer of asphalt, installed hard dividers, anti-glare nets, and constructed residential access roads and installed protective fences in many sections.

Reporting to the Deputy Minister and the working delegation, Mr. Vo Van Hoang, Deputy General Director of Cienco4 Group Joint Stock Company, said that the unit is responsible for constructing more than 15km of the main route and two major intersections: Viet Trung (Bo Trach district, Quang Binh) and Nhat Le intersection (Dong Hoi city).

Up to this point, the main route has basically finished asphalt concrete, the volume at Viet Trung intersection has reached 85%, and the Nhat Le intersection is making the foundation and road surface.

"The current challenge is that the weather from January to March is rainy, so the workload is not as expected. In addition, some residential roads have not been handed over, so construction cannot begin yet...", Mr. Hoang said.

The North-South Expressway project through Quang Binh and Ha Tinh meets the schedule for the main route to be opened on April 30.

Directing at the scene, Deputy Minister Nguyen Tuong Van emphasized: According to the Prime Minister's request, the North-South expressway through Ha Tinh and Quang Binh must be opened to the main route on April 30 or earlier. However, there is still a lot of work to be done on the construction site. The protective fence of the Bung - Van Ninh expressway project has only reached more than 34%.

There are still many items such as signs and traffic safety systems. "The main route is only open to traffic in one month, contractors need to add more manpower and divide the construction into many teams. At this time, contractors must not be subjective, they must do their best to put the project into operation to meet quality, technical and aesthetic requirements," the Deputy Minister of Construction requested.

Complete legal procedures when putting the project into operation

At the Bai Vot - Ham Nghi and Ham Nghi - Vung Ang component projects, reporting to the working delegation, Mr. Dinh Cong Minh, Director of Thang Long Project Management Board (investor) also affirmed that both projects will open the main route according to the Prime Minister's request on April 30.

To ensure the opening of traffic on schedule as directed, Mr. Le Van Duong, Deputy Director of the State Appraisal Department of Construction Quality, member of the State Acceptance Council, requested that in parallel with the construction, the investor must prepare all documents related to the acceptance work.

Ms. Le Thi Thu Ha, Deputy Director of the Department of Construction Infrastructure, said that there is very little time left until the opening date. To save time and costs, from now on, the Vietnam Road Administration needs to guide investors and contractors to complete documents and procedures so that the completed project can be handed over and put into operation immediately, without wasting time on "forestry management".

Agreeing and giving further comments to investors and contractors, Mr. Ngo Lam, Deputy Director of the Vietnam Road Administration, suggested that project management boards soon develop and submit traffic assurance plans, and seek opinions from relevant parties such as the Traffic Police Department and local Traffic Safety Committees so that when the State Acceptance Council completes the acceptance, the vehicles can be put into circulation.

"The main items have been completed, only the focus remains on completing the traffic safety system. The contractor needs to mobilize workers to quickly complete the remaining items, clear the sewers and slopes so that on April 25, the State Acceptance Council can inspect before putting them into operation," said Mr. Lam.

Rebuild the critical path, counting backwards by day

Informing the working group about the implementation status of the Vung Ang - Bung section project, Mr. Nguyen Huy Cuong, Project Executive Director, said that in the XL01 package, the main route has basically been paved with asphalt, guardrails, signs, protective fences have been installed, the volume has reached 88% of the contract construction value.

The expressway project through Quang Binh passes through many large rivers, high hills and complex terrain.

Identifying one of the items that determines the progress of the project is the 900m long bridge No. 1 through complex terrain, the Project Management Board requested Hoa Binh 479 Joint Stock Company to dispatch more large cranes to divide the spearheads to install the bridge girders; add more workers to construct other items such as the bridge deck, expansion joints, etc.

After 2 years of construction, the expressway project through Quang Binh has taken shape.

"For the XL02 package, the joint venture of contractors Phuong Thanh Transport Investment and Construction Joint Stock Company - Lizen Joint Stock Company is undertaking the construction, the construction output reached 87% of the contract value.

In this package, there is about 1km waiting for subsidence and unloading. It is expected that the unloading and earth filling will be completed in April 2025.

In the past time, the locality has made great efforts with the investor and contractor to thoroughly remove obstacles on the ground for the project to be constructed. Up to now, things have basically gone smoothly, however, there is still a 500Kv power line and 9 households whose land area is stuck with protective fences and access roads. We request that the locality soon have a plan for relocation," Mr. Cuong informed.

According to Deputy Minister Nguyen Tuong Van, the Vung Ang - Bung component project is one of the most difficult projects to construct on the route because it passes through high hills, deep ravines and large rivers... "For the project to be completed, the investor and contractor need to rebuild the project's "critical path". The locality also needs to continue to help the construction unit relocate the 500Kv power pole for construction," said the Deputy Minister.
