The 2024 Capital Law stipulates that cadres, civil servants, and public employees working in state agencies, political organizations, the Vietnam Fatherland Front, socio-political organizations, and public service units whose regular expenditures are fully covered by the state budget under Hanoi's management are entitled to additional income based on their capacity and work efficiency. This law takes effect from January 1.
To implement the provisions of the Capital Law 2024, the City People's Council issued Resolution No. 46/2024/NQ-HDND regulating the payment of additional income for cadres, civil servants, and public employees working in state agencies, political organizations, the Vietnam Fatherland Front, socio-political organizations, and public service units whose regular expenditures are fully guaranteed by the state budget under the management of Hanoi.
Resolution 46 of the Hanoi City People's Council stipulates the additional income expenditure for cadres, civil servants, and public employees working in state agencies, political organizations, the Vietnam Fatherland Front, socio-political organizations, and public service units whose regular expenditures are fully covered by the state budget.
Accordingly, the source of funding for additional income is used from the remaining salary reform fund of budgets at all levels.
The level of deduction to create a source of funding to implement additional income expenditure in 2025 is equal to 0.8 times the basic salary fund (including salary according to rank and position).
The plan for spending additional income according to Resolution 46 is as follows: 0.5 times the basic salary fund to spend additional monthly income and 0.3 times the remaining basic salary fund to spend additional income at the end of the year.
Previously, the National Assembly voted to pass a Resolution on the state budget estimate for 2025. Accordingly, the National Assembly resolved that in 2025, public sector salaries, pensions, social insurance benefits, monthly allowances, and preferential allowances for people with meritorious services will not be increased.
Thus, in 2025, the basic salary may still be maintained at VND 2.34 million/month, according to Decree 73/2024 of the Government.
According to legal regulations, civil servants are classified into type A who are appointed to the senior specialist rank or equivalent; type B who are appointed to the senior specialist rank or equivalent.
Type C is a person appointed to the specialist rank or equivalent; Type D is a person appointed to the officer rank or equivalent and the employee rank and other types will be according to Government regulations.
Accordingly, civil servants with the highest coefficient are 8, belonging to category A civil servants and category C civil servants with the lowest coefficient are 1.35. Thus, cadres and civil servants with the highest additional income are more than 9 million VND/month. In addition, civil servants with the lowest additional income are more than 1.5 million VND/month.
