The adjusted tuition fee has not been refunded to the student.

Ho Chi Minh City Inspectorate has concluded an inspection of the responsibility of the head in implementing the law on receiving citizens, handling petitions, complaints, denunciations and the management and use of finance and assets assigned at Pham Ngoc Thach University of Medicine (inspection period from April to June this year).

According to this conclusion, Pham Ngoc Thach University of Medicine has many shortcomings and violations in receiving citizens, complaints, management, use of finance, and use of assigned assets. Notably, the shortcomings and violations are related to tuition collection.

According to the inspection conclusion, the school's revenue comes from tuition fees for regular university classes, service training activities (post-university, international joint training systems, continuing education classes), revenue from the polyclinic... Revenue in 2022 is 463,670,568,076 VND, revenue in 2023 is 449,346,335,552 VND.

The school has not yet developed a tuition fee schedule according to the provisions of Decree No. 60/2021/ND-CP of the Government (due to the failure to determine salary costs, direct costs, management costs and depreciation of fixed assets, and other costs according to the provisions of the law on prices), so it has developed a tuition fee schedule according to the tuition fee framework prescribed in Decree No. 81/2021/ND-CP dated August 27, 2021 of the Government regulating the mechanism for collecting and managing tuition fees for national educational institutions. Every year, the School Council issues a resolution approving the provisional price structure for educational and training services and the tuition fee applicable for each school year.

On December 20, 2022, the Government issued Resolution No. 165/NQ-CP, Clause 2 of which stipulates: "For tuition fees of public universities and vocational training institutions, the tuition fee for the 2022-2023 school year shall be kept stable at the same level as the tuition fee for the 2021-2022 school year issued by the educational institution in accordance with the provisions of Decree No. 81/2021". However, through review, it was noted that the tuition fee for the 2022-2023 school year has increased compared to the 2021-2022 school year; the school has not yet refunded the adjusted tuition fee to students according to the provisions of Resolution No. 165/NQ-CP mentioned above.

In addition, the school also had a number of errors and violations related to the use of assigned assets, improper fund allocation and use, and failure to account for revenue and expenditure sources according to each content.

Make a list of tuition difference refunds for students

On this basis, the Chief Inspector of Ho Chi Minh City recommends that the People's Committee of Ho Chi Minh City direct the Principal of Pham Ngoc Thach University of Medicine to review the individuals and groups involved. Depending on the level of violations, appropriate measures will be taken to rectify and overcome the limitations, shortcomings, and violations in the inspection conclusion.

Regarding tuition fees, it is necessary to issue an implementation plan and announce the adjustment of tuition fees for the 2022-2023 school year to be equal to the tuition fees for the 2021-2022 school year according to the provisions of Resolution No. 165. Publicly announce and review, make a list of refunds of tuition differences for students according to regulations.

Pham Ngoc Thach University of Medicine is a self-funded public service unit (type 2) according to the decision of the Ho Chi Minh City People's Committee. In 2008, this university was established on the basis of the Ho Chi Minh City Center for Training and Development of Medical Staff according to the decision of the Prime Minister.
