On March 7, at the National Assembly House, under the chairmanship of National Assembly Chairman Vuong Dinh Hue and Vice Chairmen of the National Assembly, the National Assembly Standing Committee held the second national conference to implement laws and resolutions of the 6th Session and the 5th Extraordinary Session of the 15th National Assembly.

The conference was connected online to 62 locations in provinces and cities across the country.

Speaking at the opening of the conference, Permanent Vice Chairman of the National Assembly Tran Thanh Man stated: Following the success of the first National Conference on implementing laws and resolutions of the 15th National Assembly, on the basis of the tasks and powers of the National Assembly Standing Committee, according to the provisions of the Law on Organization of the National Assembly and assigned tasks, this conference is for the Government, ministries, branches, localities and relevant agencies and organizations to implement and for the agencies of the National Assembly, National Assembly Delegations, National Assembly Deputies, voters and the People to supervise, monitor and evaluate the implementation of laws and resolutions.

The conference will focus on disseminating new points, key contents, requirements and main tasks of 9 laws and 10 resolutions. The conference will listen to 2 important reports, including: Report of the National Assembly Standing Committee disseminating new points, key contents, and main tasks in implementing laws and resolutions passed by the National Assembly at the 6th Session and the 5th Extraordinary Session of the 15th National Assembly; Report of the Government on organizing the implementation of laws and resolutions passed by the National Assembly.

The conference will also hear a number of reports on preparation for supervision and a number of contents under the responsibility of National Assembly agencies, relevant ministries and branches in implementing laws and resolutions.

In order for the conference to achieve positive results, the Standing Vice Chairman of the National Assembly requested that delegates attend fully and seriously; promote responsibility, actively participate in discussions and speak with an objective and practical spirit. Reports and discussions need to specifically and objectively reflect the preparation work and the plan for implementing tasks; frankly state the difficulties and obstacles.

At the same time, there are recommendations and proposals for feasible solutions to continue to strengthen coordination, create synchronization and unity among agencies, units and localities in putting the laws and resolutions of the National Assembly into practice, contributing to promoting socio-economic development, successfully implementing the goals and tasks set out in the Resolution of the 13th National Congress of the Party.

Summarizing the new and outstanding contents of the 9 laws passed at the 6th Session and the 5th Extraordinary Session of the 15th National Assembly, Vice Chairman of the National Assembly Nguyen Khac Dinh said: The laws passed by the National Assembly have promptly institutionalized the Party's policy on building and perfecting institutions, promptly removing difficulties, obstacles, and barriers, creating the most favorable conditions for people and businesses, ensuring the legitimate rights and interests of people and businesses. At the same time, strengthen administrative reform, especially administrative procedures, ensure publicity, transparency, non-discrimination, and treatment between Vietnamese people in the country and Vietnamese people abroad, between enterprises of all economic sectors, contributing to promoting socio-economic development and effective state management, as specifically demonstrated in many provisions of the Land Law No. 31/2024/QH15, Housing Law No. 27/2023/QH15, Identity Law No. 26/2023/QH15 and other laws.

The laws passed by the National Assembly have supplemented and improved regulations on state management, clarifying the functions, tasks and powers of state management agencies in various fields, ensuring centralized and unified management by the Central Government; implementing strong decentralization and delegation of power but associated with promoting the responsibility of the presiding agency as well as having appropriate mechanisms among relevant professional agencies in specific control and supervision, ensuring the improvement of effectiveness and efficiency of state management. Applying information technology in management, building databases to meet the requirements of unified synthesis, connection and sharing.

The laws passed by the National Assembly promptly respond to practical issues, ensure the principles of a socialist-oriented market economy, supplement regulations to internalize international treaties, ensure compliance with international standards and practices in related activities, and meet the requirements of proactive and active international integration in accordance with the Party's policies.

Next, Deputy Prime Minister Tran Luu Quang reported on the implementation of laws and resolutions passed by the 15th National Assembly at the 6th Session and the 5th Extraordinary Session. Accordingly, the Government and the Prime Minister have given many strong instructions to ministries and ministerial-level agencies to closely coordinate with the National Assembly agencies in revising draft laws and draft resolutions to submit them on schedule, ensuring quality, and focusing on proposing solutions to difficult and complicated issues.

In 2023, in addition to regular meetings, the Government organized up to 10 thematic meetings on law-making; the Government Standing Committee regularly discussed and commented on proposals for drafting and draft laws and draft resolutions; Government leaders increased direct work with ministries, branches and localities to give opinions and directions on major and complicated issues, and issues with different opinions in each draft law and draft resolution.

Regarding the implementation of laws and resolutions passed by the National Assembly at the 6th Session and the 5th Extraordinary Session, according to Deputy Prime Minister Tran Luu Quang, after the end of the National Assembly sessions, the ministries and ministerial-level agencies in charge of drafting laws and resolutions have advised the Prime Minister to promulgate or promulgate under their authority Plans to implement the laws and resolutions passed by the National Assembly. Regarding the tasks in the coming time, National Assembly Chairman Vuong Dinh Hue requested the National Assembly and the National Assembly Standing Committee to organize the implementation of contents according to the provisions of the law and resolutions; promptly handle arising issues within their authority based on the proposals of the Government, agencies, organizations, and National Assembly deputies; assign National Assembly agencies to review, comment on, and thoroughly examine reports of the Government and agencies on the implementation of requirements in the law and resolutions, and report to the National Assembly for consideration and discussion if necessary. National Assembly agencies proactively monitor, closely supervise, and urge agencies to promptly implement.

The Government and the Prime Minister closely follow the specific requirements and tasks in implementing each law and resolution passed at the 6th Session and the 5th Extraordinary Session as specified in the report of the National Assembly Standing Committee. Promptly issue a list of documents detailing the implementation of laws and resolutions passed by the National Assembly at the 5th Extraordinary Session and assign specific agencies to preside over the drafting, with a deadline for completion. Continue to issue plans to implement laws and resolutions of the National Assembly; allocate resources and prepare conditions to ensure that task requirements are met.

Comply with the Law on Promulgation of Legal Documents, promptly develop and promulgate under authority 56 detailed regulations to ensure progress and quality so that they can take effect in time with laws and resolutions; ensure feasibility, consistency, and synchronization in the system of legal documents, especially documents detailing laws that are closely related to each other such as the Land Law, Housing Law, Real Estate Business Law, etc., to avoid overlap, problems, bottlenecks, and processes, procedures, and "sub-licenses" that are contrary to regulations in the implementation organization.

Along with that, continue to strengthen the dissemination, propaganda, popularization, and introduction of policies, contents of laws, resolutions, and detailed regulations and implementation guidelines so that agencies, organizations, people, and businesses can correctly and fully understand the regulations. The National Assembly Chairman expressed his wish and requested the Ministry of Justice and the Law Committee to advise the Government and the National Assembly Standing Committee to effectively organize the action plan in response to Vietnam Law Day on November 9.

Research, compile and publish the book: Land Law - Questions and Answers to meet the requirements of popularizing and propagating the law. Organize professional training in appropriate forms for the team of civil servants assigned to organize the implementation, especially for specialized laws with many new and complicated contents such as the Law on Telecommunications, the Law on Identification, the Law on Land, the Law on Credit Institutions, etc.

Synchronously implement solutions to improve the effectiveness and efficiency of law enforcement, tighten discipline, promote the responsibility of leaders, the responsibility and proactiveness of civil servants, combined with strengthening inspection and examination to prevent, detect, promptly stop and resolutely handle negative behaviors, "group interests", "local interests" in law enforcement.

Local authorities of provinces and centrally run cities shall proactively review, research, prepare necessary conditions and organize the implementation of assigned powers and tasks, especially new powers and tasks added in laws, resolutions of the National Assembly, pilot and specific mechanisms and policies applied in their localities and agencies.

The Central Committee of the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy, the State Audit, and central agencies of socio-political organizations participate in the development and contribution of opinions to the development and promulgation of documents detailing laws and resolutions of the National Assembly; participate in disseminating and educating the people about the law in appropriate forms according to the provisions of law; mobilize and motivate people of all walks of life to implement laws and resolutions.

In the process of implementing the law, it is recommended that the Government focus on directing the review and handling of difficulties and shortcomings in administrative procedures as required in Resolution No. 103/2023/QH15 to report to the National Assembly at the 7th Session of the 15th National Assembly.
