Overview of the workshop.
On the morning of December 29, in Ha Tinh City, Ho Chi Minh National Academy of Politics coordinated with Ha Tinh Provincial Party Committee to organize a scientific workshop on "Capacity to organize and implement political tasks of commune-level Party Committees in Ha Tinh province". The workshop was chaired by comrades: Prof. Dr. Le Van Loi - Deputy Director of Ho Chi Minh National Academy of Politics; Dr. Hoang Trung Dung - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Assoc. Prof. Dr. Luu Van Quang - Director of the Institute of Political Science; Head of the Provincial Party Committee's Propaganda Department Ha Van Hung; Dr. Nguyen Trong Tu - Principal of Tran Phu Political School. Speaking at the workshop, Dr. Hoang Trung Dung - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council thanked the leaders of the Ho Chi Minh National Academy of Politics for their attention and support for the province to organize this important workshop.

The Provincial Party Secretary also provided general information about the characteristics, socio-economic situation of the province and the current state of operations of the commune-level administrative apparatus in the area. Accordingly, Ha Tinh currently has 103,000 party members, 13 district-level administrative units, and 216 commune-level administrative units. In general, the team of commune-level cadres has made many efforts, made positive contributions to the province's general political tasks.
Besides, currently, the workload of the commune-level political system is large but the remuneration regime still has many difficulties; the policy of civil servantization of the commune-level apparatus still has some shortcomings; the implementation of Decree No. 158/2007/ND-CP of the Government regulating the periodic transfer of work positions for cadres, civil servants, and public employees... some positions are not really suitable...
Emphasizing a number of existing issues that have a major impact on the operation of the commune-level apparatus in the area, the Secretary of the Ha Tinh Provincial Party Committee hopes that the workshop will analyze and propose the Central Committee to make adjustments and supplements in accordance with reality, helping the implementation of political tasks of the commune-level Party Committee in the area to continue to have innovations, creating breakthroughs in socio-economic development, strengthening national defense and security, and building the Party and the political system increasingly stronger.

In his opening speech at the workshop, Prof. Dr. Le Van Loi - Deputy Director of the Ho Chi Minh National Academy of Politics affirmed the particularly important position of communal-level Party Committees in the country's political system. Therefore, improving the capacity to organize and implement political tasks for communal-level Party Committees has a particularly important position and role in the work of Party building and rectification in the current context.

Prof. Dr. Le Van Loi hopes that scientists and delegates will discuss and clarify theoretical and practical issues on the capacity to organize and implement political tasks of commune-level Party Committees; summarize and evaluate the practice, clarify the difficulties and shortcomings; point out the difficulties, challenges, and requirements that are being raised and propose solutions, key tasks, and breakthroughs to improve the capacity to organize and implement political tasks of commune-level Party Committees in Ha Tinh at present. This is the basis for the Organizing Committee of the workshop to distill important results to serve the reporting and policy consulting work of the Ho Chi Minh National Academy of Politics and Ha Tinh province.
Dr. Nguyen Quang Ngoc - Vice Principal of Tran Political School discussed the content of the capacity model and orientation of capacity assessment according to the model with the team of commune-level Party committees in Ha Tinh in the current period.
At the workshop, through presentations and roundtable discussions, delegates recognized, evaluated, and interpreted theoretical and practical issues on the capacity to organize and implement political tasks of commune-level Party committees.
Deputy Head of the Provincial Party Committee's Organization Department Tran Dinh Trung discussed the leadership and direction of the Party Organization sector in improving the capacity to organize and implement political tasks of commune-level Party Committees in Ha Tinh in the new context - current situation and solutions.
Delegates also analyzed a number of challenges and shortcomings in mechanisms, policies and laws that are currently being posed in improving the capacity to organize and implement political tasks of Party committees of communes, wards and towns in Ha Tinh province.
Secretary of Vu Quang District Party Committee Nguyen Thi Viet Ha shared the current situation of activities of commune-level party committees in the district.
Delegates also proposed many practical recommendations and solutions such as: strengthening the leadership and direction of Party committees and organizations at all levels; improving the capacity to organize the implementation of political tasks, the capacity to organize and supervise compliance with the Constitution and laws at the local level; continuing to innovate and reorganize the apparatus in the political system; promoting decentralization and delegation of power by improving the capacity to organize the implementation of political tasks of Party committees at the commune level; promoting the application of information technology in response to the requirements of digital transformation; improving the professional capacity and quality of training of cadres...
