On March 6, according to Nguoi Dua Tin 's source, the Party Committee of Hai Phong City People's Committee issued Document No. 87-CV/BCSĐ to the Standing Committee of Hai Phong City Party Committee asking for direction on the location and arrangement of the stage and stands to organize the 2024 Red Flamboyant Festival art program.

Accordingly, from 2012 to 2023, the Red Flamboyant Festival art program will be held at the Hai Phong City Theater Square and the flagpole yard in the city center.

It is estimated that the average number of people attending the Festival is about 10,000, while the grandstand area can only accommodate more than 4,000 seats. Therefore, it affects the scale of the Festival as well as the needs of the people and tourists.

In addition, the location of the art program is held in the city center, where traffic density is high, so traffic jams often occur and affect the units participating in the Festival.

The Red Flamboyant Festival, held annually since 2012, has become a unique brand of Hai Phong, attracting a large number of locals and tourists.

Faced with this situation, the Party Committee of Hai Phong City People's Committee proposed that the Standing Committee of Hai Phong City Party Committee organize the 2024 Red Flamboyant Festival art program at the Political - Administrative Center area in the new urban area of ​​Bac Song Cam in Thuy Nguyen district.

The Red Flamboyant Festival is an annual local event that began in 2012 on the occasion of the liberation anniversary of Hai Phong (May 13). In 2024, the Festival will have the theme “Hai Phong - Illuminating the Heritage Land” to introduce the image, build the brand, and enhance the position and reputation of Hai Phong domestically and internationally.

Thereby, promoting the development of cultural industry, diversifying and improving the quality of tourism products; strengthening information, advertising and tourism promotion; contributing to the economic restructuring and socio-economic development of the City; striving to exceed the goals and targets of the socio-economic development plan, national defense and security in 2024.

The Red Flamboyant Flower Festival - Hai Phong 2024 is associated with the 69th anniversary of Hai Phong Liberation Day (May 13, 1955 - May 13, 2024) and receiving the title of World Natural Heritage of Ha Long Bay - Cat Ba Archipelago by UNESCO .
