Still stuck with the land
In early September 2024, Giao thong Newspaper reporters were present at the construction site of the new Nam Dinh - Lac Quan road - coastal road of Nam Dinh province (in Xuan Ninh commune, Xuan Truong district) and recorded the bustling and urgent construction atmosphere of contractors on each item.

In the Km15+740 - Km19+00 segment, the contractor is focusing on sand filling, loading, unloading of the normal roadbed, construction of waste rock, and grading of crushed stone. At the same time, items such as lighting installation, hard curbing, etc. are also being implemented.
At the Lac Quan bridge construction package, many equipment and machinery are concentrated. While block K0 (pillar T7) is under construction, block K0 of pillar T6 is preparing scaffolding, pillar T7 is installing casting machines... Under the hot weather, hundreds of technical staff and workers are attentively and urgently completing the project items.

Talking to Giao Thong Newspaper reporter, Mr. Nguyen Manh Linh, Dai Phong Infrastructure Construction Joint Stock Company said that up to now, phase 2 has completed about 65% of the progress.
"Despite the harsh hot weather these days, all technical staff and more than 200 workers working in day and night shifts are trying to complete the set schedule. We are striving to ensure the progress of the entire project according to the plan to open the route in the second quarter of 2025," said Mr. Linh.

According to the Nam Dinh Provincial Construction Investment Project Management Board (PMU) - the project investor, according to the plan approved by the Provincial People's Committee, the entire route is guaranteed to be cleared by December 31, 2024 and completed before June 30, 2025.
However, up to now, the project still has some problems in site clearance for residential areas and public works.
Specifically, Truc Ninh district still has 12 low-voltage poles on the main line; Xuan Truong district, the residential area on the main line is 20m (belonging to 3 households), the residential area on the branch line is 220m (including 15 households); public works still have 6 35kV medium-voltage poles, 10 22kV low-voltage poles.
The GPMB Council has finished erecting poles and is laying pipes across the road, and the rest is moving the power lines.
The entire project reached over 50% of the contract value.
Mr. Dinh Van Phuong, Director of the Nam Dinh Province Construction Investment Project Management Board, said that the project to build the new Nam Dinh - Lac Quan - coastal road has a total length of about 24.7km, passing through 18 communes and towns in 5 districts: Nam Truc, Truc Ninh, Xuan Truong, Hai Hau and Giao Thuy, with a total investment of 5,995 billion VND.
The starting point of the project connects with the project to build the southern axis road of Nam Dinh city (Nam Cuong commune, Nam Truc district); the end point (Km24+662) connects with the intersection of the coastal road - National Highway 37B.
Contractor Dai Phong Infrastructure Construction Joint Stock Company is rolling the surface layer from Km17+850 to Km18+350 on the opposite route.
The project has a scale of a grade I plain road, a design speed of 100km/h, an 8-lane road surface, and a high-class A1 road surface structure. The project will start construction in December 2022 and strive to be basically completed in the second quarter of 2025.
The bridge and culvert sections on the route are designed in sync with the old bridge and culvert structures on the route to ensure that they are suitable for the scale of the road. For Lac Quan bridge, the old bridge will be kept intact and a new unit with a width of B=17.0m will be built on the right side of the old bridge.
According to Mr. Phuong, up to now, all 3 packages of the project have ensured progress according to the signed contract. The value of the total project implementation volume has reached about 50% of the contract value. The investor and contractors are making efforts to overcome all difficulties and obstacles, and stick to the progress so that the project can be completed on time.

"The new Nam Dinh - Lac Quan - coastal road is a strategic route connecting the center of Nam Dinh city with the southern and southeastern districts of the province, a radial axis connecting the belt routes I, II, III of Nam Dinh city, replacing the current role of National Highway 21, creating momentum for local socio-economic development," Mr. Phuong informed.
When completed, the project will contribute to completing the road traffic network, modernizing the province's traffic system, connecting conveniently with the regional and national traffic system, and reducing the load on National Highway 21, which is currently very narrow.
The project will also shorten the time for transporting goods and passengers from the southern districts of the province to the center of Nam Dinh city, to the capital Hanoi and provinces and cities in the Red River Delta.
At the same time, the project also opens up development space for southern districts, creating favorable conditions for attracting investment and promoting socio-economic development of localities where the project passes through and of Nam Dinh province.
