Changing the face of the countryside

After a period of joint efforts to overcome difficulties, Duc Loi commune (Mo Duc district) was recognized by the province as a commune meeting advanced new rural standards (NTM) in 2022. In March 2024, Duc Loi commune held a ceremony to announce and receive the Certificate of recognition of the commune meeting advanced NTM standards.

Implementing the Advanced New Rural Construction Program, Duc Loi commune has mobilized resources of nearly 8.3 billion VND to invest in completing rural institutional infrastructure and production development models.

With the motto "The State and the People work together", the State invests, the People donate land, architectural objects, contribute working days and part of the cost, thanks to which many civil works in Duc Loi commune have been built and completed, better meeting the living and production needs of the people.

The economy develops in the direction of diversifying types of trade, services, rural industries combined with coastal seafood exploitation. People renovate mixed gardens, forming concentrated clean vegetable production areas; traditional fish sauce processing facilities, OCOP product owners invest in improving production processes, packaging and designs to increase productivity, quality and product value.

In addition, the commune focuses on implementing the National Target Program on Poverty Reduction, selecting models that are suitable for the actual situation and local life to bring about the effectiveness of the project, contributing to economic development.

According to Chairman of Duc Loi Commune People's Committee Le Minh Viet, up to now, the number of poor households in the commune is 64/1,911 households, accounting for 3.34%. Average income per capita is 54 million VND/person/year.

Striving to become a new rural district

In recent years, Mo Duc district has also made efforts to focus on building a district that meets NTM standards in conjunction with the National Target Program on Sustainable Poverty Reduction, aiming to build rural areas into livable areas, so that people's lives can truly be improved.

To achieve the title of New Rural District, Mo Duc needs to ensure 5 conditions including: 100% of communes meeting New Rural standards; at least 10% of communes meeting Advanced New Rural Standards ; 100% of towns meeting Civilized Urban Standards; People's satisfaction rate with the district's New Rural Construction results reaching 90% or more; meeting all criteria and targets of New Rural District according to the Set of New Rural District Criteria for the period 2021-2025.

As a result, up to now, Mo Duc district has had 12/12 communes meeting the NTM standards according to the requirements of the National Criteria for NTM communes in the period 2021-2025.

"Through the implementation of the National Target Program on Poverty Reduction, the locality has further improved the criteria of the National Target Program on New Rural Development, improving people's lives" - Vice Chairman of Duc Phong Commune People's Committee Tran Xuan Lam shared.

Currently, Duc Tan and Duc Loi communes have met the advanced NTM standards; Duc Thanh commune has submitted a dossier requesting consideration and recognition of meeting the advanced NTM standards; Mo Duc town basically meets the criteria of a civilized urban area, and the dossier requesting recognition is also being completed.

Through a survey to grasp the thoughts and aspirations of the people in the district, it is shown that people in the district are very supportive of the local new rural construction movement. The Vietnam Fatherland Front Committee of the district has developed a plan to collect opinions.

Regarding the set of criteria for the new rural district in the period of 2021-2025, up to now, Mo Duc district has completed 9/9 criteria (corresponding to 36/36 targets). Agencies and units have completed the supporting documents of 24/36 targets to ensure compliance with regulations to submit to competent authorities for inspection, appraisal, consideration and recognition according to regulations.

According to Chairman of Mo Duc District People's Committee Pham Ngoc Lan, however, the construction of new rural areas still has some difficulties, especially the resources allocated by the Central and the province have not yet met the needs of the localities.

Mobilizing counterpart funds from local budgets to implement the NTM program, as well as mobilizing people's capital to contribute to the construction of social welfare works, is still limited.

"However, implementing the direction of the Provincial People's Committee, along with the determination and efforts of the Party Committee, government and people of Mo Duc district, by 2024 Mo Duc district will meet the new rural standards" - Mr. Pham Ngoc Lan affirmed.

According to the plan to implement the National Target Program on New Rural Construction, in 2024, Quang Ngai will have Binh Son district and Duc Pho town completing the task of building new rural areas; 6 communes meeting new rural standards, 10 communes meeting advanced new rural standards, 35 villages meeting new rural standards in mountainous communes.

To achieve the above goals, the province has proposed many key solutions such as: continuing to strengthen and perfect the Steering Committee and the Office for coordinating the construction of new rural areas at all levels; promoting propaganda and mobilization work, creating a real change in awareness for officials at all levels and people about the goals and significance of the New Rural Construction Program; implementing mechanisms and policies to support the construction of new rural areas in the 2021-2025 period in accordance with the actual situation, practical and effective.

Quang Ngai also focuses on implementing vocational training courses for rural workers, associated with job creation after training; strengthening the construction of cultural institutions, building a healthy cultural environment so that cultural and artistic movements can become real; protecting the green - clean - beautiful rural environment.
