This move was made after complaints about the signs of cutting back on meals at Hoang Thu Pho 1 Primary Boarding School for Ethnic Minorities (Bac Ha District, Lao Cai).

Accordingly, the Lao Cai Department of Education and Training recommends that high schools install surveillance cameras in food preparation areas, meal distribution areas, and student dining areas. Create accounts and publicize camera access accounts for parents, organizations, and agencies to access and monitor (to be installed before January 10, 2024), and the school's autonomous funding source.

Boarding students lack food: Meals are complete and portioned correctly

For kindergartens, primary schools, and secondary schools, it is recommended that the People's Committees of districts, towns, and cities study the installation of surveillance cameras to direct affiliated educational institutions according to decentralization to effectively manage meals and meals for boarding students.

In addition, the Lao Cai Department of Education and Training requested the People's Committees at the district level to direct and review the organization and implementation of regulations on support policies of the Government and the province on strengthening the management of policies at educational institutions; publicize finances, publicize daily meals of boarding and semi-boarding students according to regulations; encourage people and parents to support staff in cooking; at the same time, monitor the quality of daily meals of boarding and semi-boarding students at the school.

In addition, direct student support funds (food, housing, scholarships, rice support, study cost support...) are not used for other purposes. Study cost support is at the rate of 150,000 VND/month/student.

Strengthen self-inspection (internal inspection), inspection, and state management inspection of education, especially surprise inspection of the implementation of support policies for students, teachers, and staff in places where there are public opinions or complaints and denunciations; strictly handle organizations and individuals who violate the principles of financial management, assets, and professional regulations (if any).

The students' meals are complete.

Also related to the suspected cutback in meals at Hoang Thu Pho 1 Primary Boarding School for Ethnic Minorities, on the evening of December 19, a representative of Hoang Thu Pho Commune (Bac Ha District) said that the authorities are verifying and have not yet had official results. The local government has taken steps to stabilize the mindset and situation of parents, students and teachers.

Previously, the Ministry of Education and Training sent an official dispatch to the People's Committee of Lao Cai province on strengthening direction and management of policy activities for ethnic education and ensuring safety in educational institutions.

The Ministry of Education and Training requests the People's Committee of Lao Cai province to direct, verify and clarify the reported content; strictly handle relevant collectives and individuals (if there are violations) according to the provisions of law and notify the results to the ministry before January 5, 2024.

On December 16, the program 24-hour Movement (Vietnam Television) reported that the meals of students at Hoang Thu Pho 1 Primary Boarding School for Ethnic Minorities showed signs of being cut.

Specifically, at breakfast at the boarding kitchen, each tray had 11 children but only had 2 packs of instant noodles cooked thinly with rice. At lunch and dinner, each tray of 11 children also only had a little chopped ham and a pot of soup.
