On the afternoon of October 16, in Thach That district, the Hanoi Institute of Construction Planning coordinated with the People's Committee of Thach That district and the People's Committee of Quoc Oai district to organize a conference to announce 4 urban subdivision planning projects of Hoa Lac (HL3; HL4; HL5; HL6).

At the Conference, the Organizing Committee announced 4 decisions of the Hanoi People's Committee, including: Decision No. 5103/QD-UBND on approving the Hoa Lac urban subdivision planning project (HL6), scale 1/2,000, located in Thach Hoa commune (Thach That), Phu Cat commune, Hoa Thach (Quoc Oai); Decision No. 5104/QD-UBND on approving the Hoa Lac urban subdivision planning project (HL3), scale 1/2,000, located in Yen Binh, Tien Xuan, Thach Hoa communes (Thach That); Decision No. 5105/QD-UBND on approving the Hoa Lac urban subdivision planning project (HL4), scale 1/2,000, located in Tien Xuan, Thach Hoa communes (Thach That), Dong Xuan, Phu Cat, Phu Man communes (Quoc Oai); Decision No. 5106/QD-UBND on approving the Hoa Lac urban zoning plan (HL5), scale 1/2,000, located in Dong Xuan, Phu Man, Hoa Thach communes (Quoc Oai).

Speaking at the conference, Chairman of Thach That District People's Committee Nguyen Manh Hong said that the announcement of Hoa Lac urban subdivision planning projects (HL3, HL4, HL5, HL6) is an important step in urban planning and the foundation for urban development; the basis for implementing investment projects to promote local socio-economic development, in accordance with the orientation and urban development strategy set forth by the Government.

The HL3, HL4, HL5, HL6 zoning plans will be a solid foundation to realize the development vision of Hoa Lac approved in Decision No. 705/QD-TTg of the Prime Minister, with the goal of developing Hoa Lac into a modern, smart, multi-functional urban area and a center for innovation, scientific research and high technology of the whole country.

These zoning plans not only contribute to the completion of Hoa Lac urban infrastructure, but also create favorable conditions to attract investment, develop urban projects, services, tourism, housing, and other social amenities. This is an important stepping stone for sustainable development, creating more jobs, improving the quality of life of the people, and at the same time, creating momentum for economic development in the whole region.

To ensure the implementation, management of planning, land management, and construction order in the planning area are tight and effective, the People's Committee of Thach That district assigned the District Urban Management Department to coordinate with relevant units in announcing the planning, providing planning information, synthesizing and explaining people's feedback reported by the People's Committees of communes and towns...

The Chairman of the People's Committee of Thach That district requested the People's Committee of Hanoi City and the city's departments, branches and sectors to soon approve detailed plans to clearly define the functions and tasks of each area, and at the same time, develop a specific plan to implement projects in the HL3, HLA, HL5 and HL6 subdivisions. The plan needs to be detailed for each phase and each project item, and needs to provide specific proposals on implementation progress, financial solutions and resources, ensuring the feasibility of the project.

Focus investment resources on developing technical and social infrastructure to attract investment, promote urban development, prioritize the allocation of investment resources to infrastructure, especially transport infrastructure, educational facilities, healthcare, social services... to create a favorable living environment, attract residents and businesses to invest and live.
