Deputy Prime Minister Tran Hong Ha has just signed Decision No. 790/QD-TTg approving the Binh Duong Provincial Planning for the 2021-2030 period, with a vision to 2050.

The decision clearly states the general goal that by 2030, Binh Duong will become a centrally-governed city; one of the dynamic and comprehensive development centers of the Southeast Asian region; a leader in science, technology and innovation, a modern industrial and service center; a synchronous, modern, smart and sustainable development of the socio-economic infrastructure system and urban system following the green growth model, adapting to climate change, and protecting the ecological environment.

Vision to 2050, build Binh Duong into a modern urban, industrial, and service center of regional and international stature, one of the locomotives promoting national economic development with the main growth drivers being industry, services, innovation, with a solid economic foundation and high competitiveness.

Specific economic goals: average economic growth rate in the 2021-2030 period will reach about 10%/year, average GRDP per capita in 2030 will reach about 15,800 USD; economic structure in 2030: industry and construction account for 64%; service sector accounts for 28%; agriculture, forestry and fishery account for 2%; product tax minus product subsidy accounts for 6%; urbanization rate 88-90%; digital economy proportion reaches 30% of GRDP.

The population by 2030 will reach 4.04 million people (of which the official population is 3.48 million people; the converted population is 0.56 million people); the rate of trained workers will reach over 87%, of which 40% will have degrees; the rate of schools meeting national standards will reach over 80%; the number of doctors per 10,000 people will reach 19 doctors; 35 beds per 10,000 people will reach 35; the rate of population participating in health insurance will be over 95%; the rate of poor households according to the new multidimensional poverty standard will be under 1.0%...

To achieve the above goals, the Plan sets out 5 key tasks and development breakthroughs including:

First, regional development cooperation

Binh Duong needs to coordinate with national development programs, the Southeast region and neighboring localities to expand traffic connections, especially connections to seaports (Cai Mep Thi Vai, Can Gio), international airports (Tan Son Nhat, Long Thanh), international border gates (Moc Bai - Tay Ninh, Hoa Lu - Binh Phuoc).

Especially the international infrastructure system to strengthen position, participate in global production and service chains, become a favorite destination for global enterprises in the fields of industry, high technology, and industrial services.

Second, innovation in development ecosystem

Successfully transforming the growth model from breadth to depth through innovation, modern science and technology, along with widespread digital transformation in production and operations, improving the quality and efficiency of growth.

Develop a new ecosystem focused on innovation with adequate preparation of land fund, technical infrastructure and social infrastructure. Focus on developing industries and fields with high added value, reducing production costs, proactively producing and exporting goods with high-tech applications, on the basis of fully exploiting the outstanding potentials and competitive advantages of the province.

Third, social development, human resources

Training to improve the quality of human resources, promote the development of cultural industries, build a breakthrough mechanism to attract and employ talents. Build an educational foundation, train human resources connecting the State - schools and businesses.

Building an ecosystem originating from general education according to modern and advanced educational models and methods. Building a learning environment at the general and university levels linked to the human resource needs of businesses and the market.

Knowledge training is associated with support for personal development, research, business building, incubation, and development of startup and creative ecosystems. Increase investment in developing culture into a driving force for economic development and ensure that all people have access to and enjoy advanced and modern cultural and social services.

4th, develop green Binh Duong

Greening the economy (green production, green consumption, green transportation, green infrastructure, green cities, green countryside, environment...) through the guidance of science and technology, thereby creating an economy in harmony between humans, nature and society.

Developing green urban space, beautiful and attractive green infrastructure to become a typical image of Binh Duong city. Paying attention to investing in implementing solutions to protect the ecological and sustainable environment, developing renewable energy systems, recycling waste and treating wastewater...

5. Develop dynamic spaces

Zoning the development of the whole province into 3 dynamic spatial areas

Area 1 (including Thuan An city and Di An city): carry out urban reconstruction and renovation; relocate outdated and environmentally polluting production and industrial establishments to the North of the province. Supplement social infrastructure to turn Thuan An and Di An into modern urban areas with high quality of life;

Region 2 (including Thu Dau Mot city, Tan Uyen city, Ben Cat city and Bau Bang district): development based on innovation, advanced technology, regional community services and smart urban areas as pillars for the province's growth;

Area 3 (including Bac Tan Uyen, Phu Giao, Dau Tieng districts): forming new generation industrial parks, attracting the development of urban - industrial - ecological service models. Preserving and developing ecological corridors of Saigon River, Dong Nai River, Thi Tinh River, etc.

Developing new urban and service areas in Tan Uyen, Thu Dau Mot, Di An, Thuan An, creating space to gradually redevelop existing urban areas, moving regional logistics activities to areas along Ring Road 4 - Ho Chi Minh City area; developing regional, provincial and urban public transport networks in the direction of public transport (TOD).
