At the dialogue, leaders of the Department of Planning and Investment and the Department of Industry and Trade of Binh Dinh province presented on socio-economic development, business operations as well as difficulties, problems and solutions to recommendations of the departments, branches and sectors of this province.

Mr. Le Hoang Nghi, Director of the Department of Planning and Investment of Binh Dinh province, presented the socio-economic results achieved by the province in the first 6 months of the year and the investment and production activities of enterprises in the province. Thereby, he emphasized that the tasks set by the province for the last 6 months of the year are extremely heavy. Therefore, the role of enterprises is very important.

Recently, the provincial Department of Planning and Investment has also announced a “hotline” and publicized a contact phone number to create a bridge to share and resolve difficulties and obstacles for businesses. In the near future, Binh Dinh will review all non-state capital projects to classify and resolve them.

At the dialogue, many representatives of associations and enterprises shared many more difficulties when import orders decreased sharply, workers quit their jobs one after another, incentives, loans, and debt extensions from commercial banks were difficult to access... In parallel, regulations on fire prevention and control and inspection by functional units are creating a "double burden" on enterprises.

In particular, the leader of Binh Dinh Wood Association said that some enterprises reported that functional units inspecting fire prevention and fighting regulations every 3 months caused many difficulties and troubles for them.

“I don’t know where this regulation comes from. However, in my opinion, we should reduce this inspection. Because for businesses that meet the conditions and have complete fire prevention and fighting procedures, the inspection should be extended to once a year…”, said a representative of the Binh Dinh Wood Association.

Regarding the above content, Colonel Le Hong Thai, Deputy Director of Binh Dinh Provincial Police, said that the fire prevention unit's inspection every 3 months has ended since 2014. According to the new regulations of the Government, the functional unit only inspects this regulation every 6 months. Currently, Binh Dinh Provincial Police is proposing that the Ministry of Public Security amend the fire prevention regulation to only inspect once a year.

“If any unit, enterprise or facility discovers that the fire prevention agency conducts inspections every 3 months, please report it to us immediately for handling. Because this is against regulations,” said Mr. Thai.

Speaking at the dialogue, Mr. Pham Anh Tuan, Chairman of Binh Dinh Provincial People's Committee, said that although the province has made positive progress in implementing fire prevention regulations, the leaders of the Provincial Party Committee and Provincial People's Committee continue to receive many complaints from coal enterprises about difficulties in fire prevention regulations.

“I suggest that karaoke establishments and dance clubs, since we have learned a costly lesson, must strictly comply and not be lenient. As for manufacturing enterprises, we need to create conditions to give them maximum priority. The fire prevention agency needs to standardize the regulations and instructions once, without causing trouble and making things worse,” the Chairman of the People’s Committee of Binh Dinh province emphasized.

In addition, Mr. Tuan suggested that the State Bank of Vietnam, Binh Dinh Branch, should review and summarize all debts, debt rescheduling policies, and incentives of enterprises in the area and promptly report to the Provincial People's Committee to have specific opinions for the State Bank.

The head of Binh Dinh government said that currently in transactions between enterprises and banks, especially commercial banks, the banks are always “in the upper hand”. Through this, Mr. Pham Anh Tuan suggested that commercial banks need to show a greater sense of responsibility, be as close to enterprises as “fish to water”, and share difficulties together.

"When business is going well, we can't call each other "brother, brother, sister", but when things are difficult, we can't turn our backs on each other," said Mr. Tuan.

The Chairman of the People's Committee of Binh Dinh province emphasized that the government will continue to innovate to truly create a "one-stop shop" in resolving and serving people and businesses. In the spirit that businesses cannot bypass legal barriers, the government should not be too mechanical and rigid.
